The City of Brooks requires one (1) Tax Assessment Clerk in the Finance Department.
**PURPOSE**:
This position is responsible for the administration of municipal taxation including maintaining the property assessments, property tax billings, penalties, school declarations, tax recovery and preauthorized payments.
**ROLES AND RESPONSIBILITIES**:
- Provides effective and efficient administration of the City’s property tax accounts including establishment of new accounts, account maintenance, levies, adjustments, penalties and collection of arrears;
- Prepares, maintains and balances the rolls for assessment, taxation and surface irrigation as required by the _Municipal Government Act _(MGA), municipal bylaws and regulations;
- Inputs land sale information as received from the Development Manager, Land Titles Office or others each day;
- Ensures confidentiality of all information provided;
- Answers all inquiries pertaining to municipal taxes and assessment;
- Maintains a constructive relationship with internal and external customers by providing professional and courteous service;
- Prepares and distributes annual tax levies, including supplementary levies throughout the year;
- Sends reminder letters to accounts with taxes that are delinquent pursuant to the tax recovery procedures in the MGA;
- Calculates and distributes property tax penalty invoices in accordance with the City’s property tax bylaw;
- Maintains TIPP/TAPP accounts. Prepares and submits monthly electronic list to bank for automatic withdrawal from customer accounts for monthly tax payments; reconciles and recalculates on an annual basis;
- Maintains all land title information and prepares tax certificates as required;
- Uploads assessment information and inputs all corrections and adjustments from the Assessors and maintains assessment codes, tax rate codes and tax code names;
- Balances the property tax sub-ledger to the general ledger on a monthly basis;
- Registers the tax arrears listings, processes tax notification charges, sets dates for, maintains and advertises public auctions in accordance with the (MGA);
- Coaches and mentors co-workers to provide and enhance a positive work environment;
- Develops a training and procedures manual for the position and provides training for coverage;
- Participates in cross-training duties and provides assistance to the other administrative functions within the finance team;
- Ensures that practices and procedures are compliant with the MGA and other applicable legislation;
- Ensures that the assessment appeal process is followed in accordance with the MGA;
- Acts as Clerk of the Assessment Review Board and ensures that all applicable processes are completed in accordance with the legislation;
- Ensures that the City’s Re-Paving Tax Program, Local Improvements and any other applicable “special taxes” are billed in compliance with municipal bylaws or provincial legislation; and
Performs other duties as assigned.
**EDUCATION AND EXPERIENCE**:
- Accounting Certificate or enrolled in an Accounting Certificate program;
- Minimum of one (1) year experience in office accounting environment;
- An equivalent combination of education and experience may be considered;
- Knowledge of accounting procedures and regulations;
- Knowledge of the MGA will be considered an asset;
- Proficient in Microsoft Office;
- Team-orientated with an open communication style;
- Attention to detail with a high level of accuracy;
- Ability to successfully manage priorities in a fast-paced environment;
- Excellent organization and time management skills;
- Effective written and communication skills;
- Demonstrated ability to show initiative;
- Ability to ensure all work-related information is kept confidential as per policy in accordance with the Freedom of Information and Protection of Privacy Act; and
- Subject to a criminal record check.
