The City of Brooks requires one (1) Financial Analyst in the Finance Services Department.

**PURPOSE:
This position is responsible for special financial projects, grant reporting, tangible capital asset maintenance, general accounts receivable (A/R) as well as support and coverage for the Tax & Assessment Clerk, Cashier, Accounts Payable (A/P) Clerk and Utility Clerk positions.

This position assists the Financial Planning Supervisor in ensuring financial services are provided to management and ratepayers in a timely and accurate manner.

**ROLES AND RESPONSIBILITIES**:
**Grant Reporting**
- Prepares and submits all reporting requirements for each grant received to ensure compliance with all applicable rules and regulations in a timely manner;
- Reconciles year-end information relating to deferred grant revenue, grant revenue receivable and grant revenue received.

**Special Financial Projects**
- Maintains the financial records and reporting requirements for Newell 911 association, on behalf of the City of Brooks;
- Attends the Newell 911 Association meetings to present the monthly financial reports; and
- Assists with year-end procedures as well as the preparation of the financial year-end file for the annual audit.

**Tangible Capital Assets**
- Maintains the Fixed Asset (TCA) Ledger in accordance with PSAB 3150 & City Policies regarding fixed asset additions and disposals;
- Reconciles the Fixed Asset Ledger with the General Ledger;
- Prepares year-end TCA summaries and continuities; and
- Assists in the development, implementation, coordination and promotion of the City’s Asset Management Plan.

**Support & Operations**
- Provides procedural assistance when required and administrative coverage for holidays;
- Performs the general accounts receivable billing and related collection procedures;
- Provides technical and procedural support for Cashier, A/P Clerk, Utility Clerk and the Taxation and Assessment Clerk;
- Organizes and maintains scheduling to accommodate coverage for the front desk;
- Develops training and procedures manual for the position and provides training for backup coverage;
- Ensures confidentiality and safeguarding of all financial information; and
- Performs other duties as assigned by the Finance Manager.

**EDUCATION AND EXPERIENCE**:

- Diploma in Accounting or enrolled in a Diploma program in Accounting, Finance or related field;
- Minimum of two (2) years progressive experience in an office accounting environment;
- An equivalent combination of education and experience may be considered;
- Experience with computerized accounting information systems;
- Knowledge of Cash Receipting, A/P & A/R and their relationship with the General Ledger;
- Knowledge of accounting procedures and regulations;
- Ability to establish procedures and exercise strong organizational concepts;
- Ability to make decisions in accordance with established policies and procedures;
- Knowledge of _Municipal Government Act_ (MGA) will be considered an asset;
- Strong Excel skills to prepare varied financial spreadsheets;
- Ability to control and balance various records and summaries;
- Proficient in Microsoft Office;
- Team orientated with an open communication style;
- Attention to detail with a high level of accuracy;
- Able to successfully manage priorities in a fast-paced environment;
- Excellent organization and time management skills;
- Effective written and communication skills;
- Demonstrated ability to show initiative.
- Ability to maintain confidentiality regarding department and municipal matters; and
- Subject to a criminal record check.

**Compensation & Benefits**:

- The City of Brooks offers a competitive salary and benefits package, with this position falling within the scope of the Collective Agreement between the City of Brooks and the Canadian Union of Public Employees Local 1032.
