This Request for Proposals (the “RFP”) is an invitation by the Henderson Lake Golf Course (the “Club”) to prospective respondents to submit proposals for **Design and Planning Consultant for Henderson Lake Golf Course, **as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).

Respondent Must Be Single Entity

The respondent must be a single legal entity that, if selected, intends to enter into the contract with the Club. If the proposal is being submitted jointly by two (2) or more separate entities, the proposal must identify only one (1) of those entities as the “respondent”. The respondent will be responsible for the performance of the Deliverables.

Respondents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of the Club, other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the respondent and the rejection of the respondent’s proposal.

Contract for Deliverables

Type of Contract

The selected respondent will be requested to enter into a contract for the provision of the Deliverables on the terms and conditions set out in the Form of Agreement (Appendix A) (the “Agreement”).

Term of Contract

The term of the Agreement will be in effect until the completion of the Deliverables.

The Henderson Lake Golf Course sits on land that was purchased by the City of Lethbridge in 1909 from the Alberta Railway and Irrigation Company. Henderson Lake Golf Course has a long history, one that was integral to the City’s commissioners’ vision of the Henderson Park complex. Back In 1916, golf enthusiasts with the encouragement of City commissioners, succeeded in having the City Public Works Department approve a 9-hole golf course project. The 9-hole municipal course was opened in early August of 1916.

The Henderson Lake Golf Course that we know today is a public, 18-hole golf course located along the south shore of Henderson Lake. Since 1917 there have been various alterations to the golf course as well as facilities built since the original Hudson’s Bay Company clubhouse of 1917.

The current golf clubhouse is now over 60 years old. It was built in 1961 consisting of two levels, each at 4,844 square feet. In 1963 an addition was added contributing an additional 3,660 square feet. The clubhouse now consumes approximately 14,000 square feet in total. The current clubhouse exhibits multiple concerns, encompassing accessibility, compliance with building codes, equipment malfunctions, and spatial functionality.

Henderson Lake Golf Course (HLGC) is inviting proposals from qualified firms to assess and enhance its physical facilities, develop a comprehensive facility improvement plan for the club. The chosen respondent will need expertise in golf course management, facility planning, financial analysis, and the ability to collaborate closely with a volunteer Club Committee.

**Scope & Deliverables**
- Physical Facilities:_ HLGC is interested in evaluating and improving several key aspects of its physical facilities. This includes:

- **Clubhouse Condition & Functional Review**: We seek a comprehensive assessment of the existing clubhouse's condition and functionality, along with proposals for three options.

1. Maintain the existing facilities and accompanying projected costs over 10 years,

2. Retrofit the existing facilities

3. Replacement of existing facilities

Conceptual drawings and cost projections for these options are required.
- **Cart Storage Facility Conditions & Functional Review**: An in-depth review of the cart storage facility's condition and functionality is needed. We also require conceptual drawings and cost projections for potential improvements or replacement.
- **Maintenance Facility Conditions & Functional Review**: An evaluation of the maintenance facility's condition and functionality is essential. Conceptual drawings and cost projections for potential upgrades or replacement are expected.
- **Course Irrigation Conditions and Functional Review**: A thorough assessment of the course's irrigation system is required, along with cost projections for required replacement, enhancements and efficiency improvements.
