**Position Overview**:
The Compliance Investigator supports and advances Ontario One Call’s goal of ensuring safe excavation in the province of Ontario by planning, directing and coordinating investigative activities to ensure the compliance of Ontario One Call members and excavators. This role requires an in depth understanding of the locate industry, the Ontario Underground Notifications System Act 2012 and related regulations, and the Ontario One Call Compliance policies.
The Compliance department receives complaints related to potential non-compliance. Using an evidence based approach the Investigator files complaints, gathers data, and investigates non-compliance to support the Compliance Department against offenders of the Ontario Underground Notifications System Act 2012.
The Compliance Investigator reports to the Director of Education, Marketing, and Compliance or their designate, and is located at the Guelph office located at 104 Cooper Drive, Guelph.
**Primary Responsibilities**:

- Receive and prioritize complaints collected over the phone and electronically using a risk-based, non-biased approach.
- Conduct investigations (interviews, data compilation) and prepare reports as directed by the Manager/Director.
- Prepare and compile correspondence pertaining to investigations including letters to offenders and complainants.
- Attend compliance-related meetings either at Ontario One Call or that of the utility, municipality, and/or excavator to mediate conflicts between stakeholders.
- Educate the public and stakeholders on the Act/ Regulations, and guide stakeholders to established best practices in the industry.
- Periodically attend stakeholder conferences to educate stakeholders on the compliance process.
- Develop reports to highlight top offenders, top 20 monthly performance, and nonresponse to 360.
- Assist in the review of new Ontario One Call projects, initiatives, and procedures to ensure continued compliance with regulatory requirements.
- Additional duties as may be required.

**Qualifications**:

- Knowledge of Ontario One Call, Late Locates, and the excavation industry
- Strong communicator, able to clearly deliver a message with respect to the regulations to stakeholders
- Proficient in the use of MS Office Products such as Word, Excel, PowerPoint
- Analytical thinker able to dissect complex situations, without bias and in a methodical manner, to identify underlying issues. An investigative individual who has a natural desire to understand people, processes and issues.
- Customer service orientation - a desire to identify and service clients and other stakeholders, who may include the public, colleagues, partners, co-workers, peer agencies and personnel of the Ontario Public Service.
- A self-confident individual who is comfortable making decisions and standing behind them. Dedicated to transparency, the incumbent operates with integrity and assumes accountability for their actions.
- Understanding of legal proceedings, the legislation (Ontario Underground Notifications System Act 2012), and industries affected by the legislation
- Must have a valid Driver’s Licence and the ability to travel throughout the province of Ontario. May require overnight travel.
- Capable of working both individually and as a member of a team.
- Highly organized with strong file management skills (gathering and managing documents in an electronic database with a high degree of accuracy).
- Strong time management, ability to meet deadlines and adapt to changing priorities.

**Education & Experience**:

- Post-secondary education in business, administration, law or other relevant field
- Experience working in compliance, investigations, or legal proceedings is considered an asset
- Professional Locate Administrator Certification is a strong asset
