Home and Community Care Support Services South East is one of 14 Home and Community Care Support Services organizations in Ontario with a focused mandate to deliver local health care services such as home and community care and long-term care home placement.

These organizations were previously known as Local Health Integration Networks (or "LHINs") at a time when they also led local health care planning and funding, and those functions are now part of Ontario Health.

Home and Community Care Support Services South East is dedicated to ensuring the ongoing delivery of local services while Ontario makes changes to improve the health care system to give patients better-connected care with health care providers working as one coordinated team in Ontario Health Teams.
The south east region extends from Brighton on the west, to Prescott and Cardinal on the east, north to Perth and Smiths Falls, and back to Bancroft. The boundaries are for funding and planning purposes only. Residents of the Home and Community Care Support Services South East can seek health care services wherever they prefer, inside or outside these boundaries.

Position Summary

**Hybrid Work Options Available - Office Location**: Kingston (with flexibility to consider Belleville, Brockville or Smiths Falls office locations)
Reporting to the Manager, Family Managed Home Care, Reporting and Analysis, the Financial Analyst contributes to the overall success of Finance and Corporate Services by providing effective support to Management and stakeholders in financial matters by preparing analysis, developing and maintaining reporting, and distributing information to internal and external stakeholders, with a focus on Family Managed Home Care.

Major Responsibilities
- Responsible for verification of the expense reports submitted by clients/Substitute Decision Makers (SDM) with the supporting documents to ensure they are within the allowed budget in line with Schedule B (Budget Care Plan) of the Agreement for Direct Funding for Self Directed Care (the Agreement);
- Ensures compliance with relevant provisions (i.e. Schedule G, Reporting and Payment, of the Agreement);
- Posts the approved claims to the financials system for payment by Accounts Payable team and updates Client Health Related Information System (CHRIS) for the hours billed and paid during the week;
- Maintains updated knowledge of the Self Directed Care (SDC) Program for FMHC;
- Responsible for quarterly billing to the hospitals under the Bundled Care Program of the Ministry of Health and Long Term Care (MOHLTC);
- Prepares and submits periodical statistical and financial reports for the FMHC, bundled care and any other assigned program to the MOHLTC or Ontario Health, as may be the case;
- Provides financial administrative leadership in the Family Managed Home Care program, providing homecare services as required for patients who have received services at our bundle holder hospitals and for patients who have received surgery outside our region when required;
- Acts as the primary finance contact for Family Managed Home Care clients/ Substitute Decision Makers and their bookkeepers, providing guidance to and responding to queries, and supporting the financial proccesses;
- Supports the development and ongoing maintenance of Home and Community Support Services South East Budget tools to ensure accurate, complete and timely budget templates are available;
- Helps compile and prepare annual budget and quarterly forecast;
- Compiles, analyzes, interprets and reports on variance information between actual results and the calculated projections;
- Responsible for the preparation and submission (once approved) of assigned financial and statistical reports such as program specific reports to the MOHLTC and other external stakeholders, including budget and forecast submissions, quarterly SRI, activity reports and MIS trail balance submissions;
- Provides financial & analytical support on various project teams as appropriate including business case development and decision sign-off support, and preparation of confidential staffing models for budget and forecast.

**Finance Operations**:
