Reporting to the Director, Regional Development, the Industrial Investment and Attraction Program Manager is responsible for overseeing and managing the delivery of regional and/or industrial projects and programs. This position requires a balance of leadership, strategic planning, project management, stakeholder engagement, and operational coordination.

This position leads a team that executes investment attraction and regional development strategies and manages the City of Edmonton’s role in the development process related to industrial land investment.

**Goals and deliverables**:

- Lead and motivate teams while building healthy, respectful and inclusive workplace environments that enable staff to reach their potential while strengthening organizational capacity
- Identify, develop and manage multiple high budget, politically sensitive and/or highly complex projects led by the City of Edmonton on behalf of the region that are interrelated using project management best practices
- Represent the City of Edmonton externally on major regional initiatives, which directly impact the City’s image and reputation, and may be confidential or politically sensitive
- Manage the procurement process where this may include by is not limited to development and execution of Requests for Information (RFIs), Requests for Proposals (RFPs), Evaluation Guides, and Contracts
- Develop and execute a cross-Corporation governance plan to ensure appropriate representation and participation from other Departments and Sections
- Request, monitor and manage project budget and cash flows to support the cost and financial management of the regional program
- Advance Edmonton’s economic interest in a regional context by providing advice in the form of recommendations. This requires the use of formal processes such as Council reports and briefing notes
- Provide advice to senior leaders on regional matters
- Ensure that the work completed is in alignment with the City Plan, the Economic Action Plan and the Industrial Investment Action Plan
- Anticipate business opportunities, contribute to policy, planning and initiatives, and foster a culture of accountability through performance measurement
- Build new and innovative collaborative partnerships with external agencies such as other orders of government, community organizations, regional partners and internal departments and branches

**Qualifications**:

- Knowledge, training and/or education in Planning, Business, Economics, Public Administration, Engineering and/or a related discipline. A Master’s Degree in a related field is considered an asset
- Experience at a leadership level in project management, strategic business planning, and developing and implementing complex economic development projects
- Project Management, Change Management or Economic development related credentials considered an asset
- Knowledge of industrial development and how this may inform strategy development is considered an asset
- Knowledge of regional governance, municipal governance and growth management boards
- Understanding of land development and economic development
- Equivalent combinations of education, training and experience may be considered
