The Manitoba Advocate for Children and Youth (MACY) is an independent officer of the Legislative Assembly and is independent of government. The Manitoba Advocate’s statutory mandate includes representing the rights, interests, and viewpoints of children, youth, and young adults receiving any designated or reviewable services as described under _The Advocate for Children and Youth Act_. The Manitoba Advocate also reviews and reports upon the standards and quality of those reviewable and designated services provided to children, youth, and young adults who have died, to educate the public and to enhance the safety and well-being of Manitoba children, youth, and young adults.

Qualifications:
Essential Criteria
- Degree (Master’s degree preferred) in communications, human rights, education, journalism, social services, social sciences, or other relevant field appropriate to the position with several years’ direct experience in the areas of public education and communications work, or an equivalent combination of education and experience.
- In-depth knowledge of human rights and social issues in Manitoba.
- Knowledge and understanding of the role of the Manitoba Advocate for Children and Youth and _The Advocate for Children and Youth Act._
- Experience creating strategic plans including communication and multimedia public education strategies (website, videos, podcasts, social media, newsletters) and other communication activities.
- Demonstrated experience managing confidential and sensitive information with diplomacy, tact, sound judgement, and political acumen.
- Proven ability to deliver project objectives under tight timelines and competing priorities.
- Experience monitoring and evaluating public education or communication activities.
- Excellent written communication skills, including writing of reports and other documents to inform, educate, and engage diverse audiences.
- Excellent verbal communication skills with the ability to deliver presentations to large groups and to communicate effectively with individual children, youth, young adults, and their families.
- Understanding of the ongoing legacies of colonization and their ongoing impacts on Indigenous Peoples. Commitment to anti-racist and anti-oppressive practices.
- Strong interpersonal skills for the purposes of building and maintaining strong working relationships with a variety of people, groups, and organizations.
- Strong leadership skills evidenced by the ability to guide and manage the work of others.
- Demonstrated innovation and creativity, and the ability to foster creativity in others.

- Formal training or experience in supervision or management.

**Duties**:
Reporting directly to the Deputy Manitoba Advocate, the Manager, Public Education supervises MACY’s public education division, and provides leadership and oversight on behalf of the Manitoba Advocate in developing and implementing the Office’s public education strategy and activities, as well as the Office’s internal and external strategic communication plans. Key duties involve MACY’s public education campaigns that raise awareness and understanding of children’s rights and the ways in which MACY interfaces with children, youth, service providers, and the general public. This includes ensuring high quality public-facing materials such as public reports, strategic public education campaigns, social media engagement, public messaging, presentations, and work in support of community engagement. The Manager, Public Education will also act as an adviser to the Manitoba Advocate and the Deputy Advocates, and provides expert advice on public education issues, trends, risks, and opportunities, and takes a lead role in mapping out, and delivering on, strategic public education objectives in a highly sensitive, political environment.
