The Cash Consulting Unit administers financial controls over money handling, imprest funds (that include petty cash, program cash and floats), Payment Card Industry (PCI) compliance, and the Expenditure Accountability Framework (EAF).

The Revenue and Control Specialist is responsible for:

- Evaluate the risks associated with each payment channel and manage these risks through long term strategies and annual work plans
- Develop and update money handling and imprest funds procedures and online training modules for cash, cash-like products, cheques, credit and debit cards, and other payment channels for City Administration and Edmonton Police Service
- Provide advice, guidance and oversight in the design and implementation of money handling systems and in establishing internal controls, including the ongoing maintenance of the EAF
- Maintain the PCI Compliance Program and coordinate the annual assessment of the City’s compliance status by the PCI Auditor
- Coordinate with the City’s OCT (Open City & Technology) Branch to conduct data discovery scans as required under PCI standards to ensure credit card data are not stored in City infrastructure inadvertently
- Coordinate the City’s vulnerability scans by an Approved Scanning Vendor quarterly in accordance with PCI DSS
- Design and conduct integrity tests of the City’s money handling systems and processes
- Review internal controls on financial functions upon request, monitoring cash shortages and overages at City facilities and pay machines, following up on anomalies, monitoring and investigating irregularities, and reporting deficiencies to impacted areas for remediation
- Participate in procurement initiatives and provide expertise on the development and evaluation of criteria to ensure secure money handling and PCI compliance
- Support projects related to money handling and PCI compliance, and presenting project results in a clear and concise manner through written and verbal reports
- Build and foster relationships with business partners by being a trusted advisor

**Qualifications**:

- University degree in Accounting, Business Administration, Commerce, Finance or related disciplines is required.
- Professional accounting designation (CPA, CA, CMA, CGA) or a professional internal controls related designation (CFE, CIA, CISA or equivalent) is required.
- Professional Qualified Security Assessor (QSA) qualification or Payment Card Industry Security Standards Council (PCI SSC) Internal Security Assessor (ISA) qualification would be an asset.
- Minimum of 5 years of work experience related to auditing, internal controls, financial compliance and/or money handling.
- Extensive knowledge of accounting and auditing principles.
- Excellent written and verbal communication and presentation skills
- Strategic thinker, capable of seeing the big picture and able to communicate results
- Negotiation skills, influencing skills, ability to effectively interact, communicate, collaborate and influence key decision-makers
- Superior analytical ability and interpersonal skills
- Knowledge of the City's money handling systems, as well as related policies and procedures is an asset
- Fraud investigation experience is an asset
- Excellent analytical and computer skills along with the ability to effectively build and maintain relationships
- Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position, there may be a cost associated with this requirement.
