BCIT’s **Financial Services**department is seeking a **regular, full-time (1.0**FTE**) Benefits Associate**. Working as a member of the Payroll & Benefits team, this position is responsible for the accurate processing, remittance and reconciliation of payroll deductions and benefit contributions, pension reporting and compliance, and a variety of reporting activities ensuring adherence to statutory and legal requirements, and accounting standards, while meeting strict deadlines.

**Duties & Responsibilities**

**DUTIES**AND

**RESPONSIBILITIES**:
**Pension Operations**
- Reviews pension contributions monthly to ensure the correct employee and employer amounts have been processed and make adjustments and corrections as necessary.
- Prepares and submits pensionable service, salary and contributions reporting to Pension Corporation each pay period by the submission deadlines.
- Calculates and reports pensionable service and earnings information to Pension Corporation for purchases of service and arrears reporting.
- Prepares and submits employee documentation (e.g. Pension Member Record, LTD Start/Stop, and Employee Information at Termination or Retirement) to Pension Corporation as and when required.
- Prepares and submits segment/annual pension plan reporting for service, salary, and contributions to Pension Corporation by the submission deadline.

**Benefits & Deductions Operations**
- Prepares and submits reporting and payment to Canada Revenue Agency for all statutory remittances by the submission deadlines. Ensures employee and employer portions are accurate and adjusts as necessary.
- Reviews monthly benefit amounts through reporting and comparison to prior months to ensure correct amounts have been processed in the payroll system. Prepares required billing reports and submits for payment to third party vendors.
- Prepares Employer Health Tax remittances for quarterly payments.
- Ensures all bargaining unit employees pay the correct amount of union dues. Remits union dues collected and associated reporting to the appropriate union monthly.
- Administers special programs such as Canada Savings Bonds and the United Way by running campaigns, processing changes, and making payments to third parties.

**Finance**
- Prepares cheque/bill payment requests for all employer and employee remittances to third parties meeting strict deadlines, as required.
- Reconciles all benefit, deduction, statutory withholding and pension liability accounts to ensure all activity has been recorded correctly (payroll system entries, third party payments, and required adjustments). Enters or directs others to enter adjustments into the payroll system and/or post journal entries to correct errors.
- Prepares billing details for Accounts Receivable unit each month to invoice external employers and agencies for employee benefits administered by BCIT on their behalf.
- Documents and deposits payments received from employees and third parties for reimbursement of wages and/or benefits including WorkSafeBC, employee paid benefit premiums while on a leave, and/or salary overpayments. Prepares related journal vouchers.

**Systems and Processes**
- Participates in the implementation of system changes as required.
- Participates in the testing of system upgrades as required.

**Miscellaneous**
- Acts on behalf of the Benefits Lead to cover absences.
- Runs reports as required.
- Assists in maintenance and benefits operations manuals.
- Ensures confidentiality and security of sensitive employee information.
- Participates in Records Custodian training and remains current with record keeping practices, policies and procedures (both BCIT and FOIPOP).
- Undertakes related duties as assigned, consistent with the job grade of this position.

**Qualifications**

**QUALIFICATIONS**:

**Education**
- Grade 12, plus additional specialized training courses of up to one year’s duration in payroll, accounting and/or bookkeeping from an accounting program or completion of the Payroll Compliance Practitioner (PCP) program through the Canadian Payroll Association

**Experience**
- Two years general business/accounting experience plus up to two years’ practical current experience in a similar computerized payroll and/or benefits position.

**Software/Computer Application(s) and Expertise**
- Previous experience with ERP systems such as Banner.

**Communication/Interpersonal Skills**:

- Strong customer focus with demonstrated ability to deal effectively with all levels of staff.
- Excellent interpersonal, communication, problem solving and relationship building skills.
- Ability to work independently and effectively as part of a team.
