**AREA OF RESPONSIBILITY**:
Reporting to the Commissioner, Legislative Services, this position is responsible for managing and providing leadership to the overall operations and staff in Automated Enforcement. Directs the operations and administrative activities of the Automated Enforcement Division to ensure compliance with the Ontario Highway Traffic Act, Provincial Offences Act and other related regulations and by-laws. Responsible for the management and administration of automated speed enforcement (ASE) and red-light camera (RLC) image processing. Accountable for the privacy and protection of personal information in alignment with corporate privacy policies. Establishes technical procedures and policies. Monitors legislative changes to the Ontario Highway Traffic Act, Provincial Offences Act, regulations and other applicable by-laws. Ensure compliance with Provincial (MTO & MAG) reporting and regulatory requirements. Provides emergency coverage for 24-hour operation. Participates actively on various teams and committees.

**KEY RESPONSIBILITIES**

**OPERATION SUPPORT**
- Establishes technical standards, policies and procedures for automated enforcement officers to ensure compliance with the Highway Traffic Act, Provincial Offences Act, regulations and other applicable by-laws.
- Monitors and interprets legislative changes to the Acts, regulations and other applicable by-laws and ensures changes are incorporated into automated enforcement procedures and processes
- Provides technical guidance to team on enforcement processing, judicial, court, screening and hearing procedures
- Develops and delivers training programs in alignment with Provincial Offence Officer designation requirements
- Ensures compliance with the privacy and protection of personal information as per MAG, MTO and City approved privacy impact assessments
- Works closely with Manager of Traffic Operations and Parking to review and ensure image quality, by-law compliance, proper regulated signage and image load balancing
- Collaborates with Legal Services and Court Administration to ensure Automated Enforcement is managed and governed in line with corporate and legal obligations
- Responsible for the implementation of administrative penalties for automated enforcement programs (i.e. ASE and red light camera) including associated administrative policies and procedures
- Manages the planning, design, development and implementation of short and long-term projects for the Division. Plans, coordinates, schedules, and organizes project activities to meet objectives. Researches, gathers, organizes and summarizes data for special projects

**PROGRAM DEVELOPMENT AND SUPPORT**
- Builds a strategic and comprehensive privacy program that defines, develops, maintains and implements policies and processes that enable consistent, effective privacy practices which minimize risk and ensure the confidentiality of protected personal information, paper and/or electronic, across all media types. Ensures privacy forms, policies, standards, and procedures are up-to-date and in compliance with MTO requirements
- Works with Privacy Office to establish standard operating procedures related to privacy and protection of personal information
- Develops and delivers privacy awareness training and oversees corporate education and training in support of a privacy awareness culture
- Investigates and responds to alleged violations of privacy regulations, policies, and procedures, and recommends corrective actions; develops and manages systems for responding to such violations

**COMMUNICATION AND REPORTING**
- Manages, motivates and mentors staff cultivating innovation, creativity and build a highly effective team while delivering high standards of work quality and organizational performance
- Builds and develops organizational capacity through inclusive, positive and values-based leadership in the areas of organizational design, recruitment, talent and performance management and labour relations matters
- Responsible for overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines related to program
