Cyber Security Project Manager

**CANDIDATE MINIMUM QUALIFICATIONS**
The Cyber security PM will have the following experience and skillset preferably in implementing cyber security initiatives and/or managing projects for utilities or other government organizations
Minimum 5 years experience in project initiating, planning, monitoring/controlling, executing and closing including production of project charters, project management plans in the ten knowledge areas recognized by PMI, progress reports, issue logs, risk logs, communication plans, and other standard project management artifacts.
Experience managing programs and projects specifically related to cyber security
Proven stakeholder expectation management and communication skills to keep the organization informed and to escalate risks and issues when not solvable within the project
A brief description of the proponent’s capability in managing cyber security programs and projects and the development of project artifacts relevant to the deliverables, preferably in implementing cyber security initiatives within utilities or other government organizations
Experience with Incident Command System and Incident Response Planning are considered valuable to Halifax Water.
Understanding of NIST standards for IT and OT, particularly 800-82R3 and 800-53.
Utility industry experience.
Experience in supporting the change management effort.
Proponents being local to the Halifax Regional Municipality (HRM) is considered an asset
**JOB REQUIREMENTS**:
The cybersecurity project manager will deliver cyber security initiatives using both predictive and adaptive methods. They will work with the Halifax Water Managers of Cybersecurity, and of IT and OT and other Halifax Water including defining the work to be done, required skills, teammembers needed, as well as assigning and monitoring work, and managing the backlog.
**DELIVERABLES**
The cyber security project manager will deliver cyber security initiatives using both predictive and adaptive methods, including defining the work to be done, required skills, team members needed, as well as assigning and monitoring work, and managing the backlog of work. They will also deal with procurement, risks, issues, communication, including Cyber Awareness,:reviewing predecessor documents in preparation to initiate a project, including project requests, business cases, and capital funding.
Preparing governance and policy documents.
Preparing documents regarding various workstreams including
Hardening, Governance, Risk & Compliance, Cyber Awareness,
Monitoring and the Municipal Auditory General Action Plan.
Preparing presentations on progress related to municipal auditor general and PWC recommendations with senior leadership for Halifax Water executive, board committees and the Board.
Presenting with Halifax Water cyber security and I & T staff at industry events
Preparing project charters for all cyber security projects, project management plans, varying content depending on whether the project is predictive or adaptive (Agile)
Ensuring each of the project team members know what work is to be performed, how it interrelates with the work of other team members, expected timelines, methods for reporting risks and issues, and reporting requirements.
Regular and frequent team communications, frequently on a daily basis to ensure assignments are understood, to monitor progress, and address issues.
Reporting progress on the projects dashboard on a cycle directed by the PMO.
Using collaborative spaces (SharePoint) for storage of project materials.
Defining project budgets and securing funding as defined in the capital plan.
Authoring funding requests for the project sponsor when funding is available in the capital project, and GM and UARB reports when it is not.
Controlling change using recognized change control process relating to scope, time, budget and quality or any other changes required to ensure a project delivers the expected business value.
Managing stakeholder’s expectations and keeping them well informed
Managing project financials in terms of budget estimating and financial tracking, adding ore removing funds from project work orders and closing of work orders
Managing key performance indicators on the project dashboard and any others defined specifically for a project
Preparing such reports as deemed necessary by the PMO and Project Sponsor and Owner.
Ensuring project deliverables are well defined, activities to produce them clear in resourced project schedules or project and sprint backlogs.
Closing projecs as required both admistratively and financially.
Other industry standard project management activities and those expected by the Intormation and Technology project management office.
