**Procurement Lead**
- Regular Full-time - 37.5 hours / week
- Commencing September 2023

Reporting to the Chief Financial Officer, the Procurement Lead is responsible and accountable for the effective operation of the procurement function for Grandview Children’s Centre’s capital projects. The incumbent is responsible for the coordination and negotiation of Furniture, Fixture and Equipment (FF&E) and Information, Communication and Technology (ICAT) supply and service contracts and the management of Grandview’s Group Purchasing Organization (GPO) membership and contract utilization.

In this role, your will primarily focus on managing RFx processes including preparation and analysis, process management, internal/external coordination and award recommendations for the procurement of supplies and services for all of Grandview Children’s Centre.

The Procurement Lead will manage all Grandview purchasing related to the new capital build. This will encompass working across Grandview and with all partners including Infrastructure Ontario, Project Co, and Government Ministries. They will lead the implementation, selection, procurement, delivery, and related processes of all Furniture, Fit Out and Equipment.

**Qualifications**:

- University degree in Supply Chain Management or Business Administration is ideal
- PMP certification is strongly preferred.
- Over 5 years’ experience in the following areas:

- A healthcare strategic sourcing environment.
- Complex contract management experience.
- Project management experience along with a proven track record identifying, planning, and implementing programs.
- Strong negotiation and analytical skills with the ability to work in a fast-paced and complex environment.
- Excellent interpersonal skills and the ability to collaborate in a team setting.
- Excellent verbal and written skills.

**Responsibilities**:

- Execute best practices and ensure consistency of Broader Public Sector principles, policies, and procedures for Grandview Kids’ procurement activities
- Act as the primary point of contact throughout the procurement process for both internal customers and external vendors while acting in an ethical and professional manner.
- Research, analyze and recommend new offerings to Grandview Kids’ staff and new capital build workgroups
- Identify substitutes for critical and backordered items, work with vendors, internal team to expedite and ensure cost saving and contracting opportunities.
- Identify opportunities for standardization of products and rationalization of vendors.
- Review contracts/leases that are expiring and contact end users to develop work plan.
- nalyze past procurement and process activity, identify improvements to establish project success factors.
- Create and develop Request for Information/Quotation/Proposal or Tenders as required. Issue documents to vendors, analyze responses and recommend awards.
- Prepare business cases including cost/benefit analysis, including assumptions.
- Manage complex competitive bid solicitations, analyses, and evaluations.
- Ensure bid documents obligate vendors contractually to comply with health care, Ministry and legislative standards.
- Facilitate committee decisions for major acquisitions.
- Evaluate potential vendors to mitigate risk and ensure performance expectations are met.
- Recommend changes that facilitate and improve contract management.
- Provide input to evaluation criteria, monitor contractor performance to ensure contract compliance and work with business units and contractors to resolve issues and ensure adequate reporting.
- Troubleshoot vendor and internal customer issues.
- Perform vendor reviews as required focusing on service quality, issues, and performance.
