**Responsibilities**:

- Support the Manager, Financial Planning and the Senior Financial Resource Advisor, in budgeting, financial reporting, and operational functions
- Ensure accurate and compliant accounting for deferred revenue across the organization
- Oversee fund transfers to ensure they align with actual expenses, budget approvals, and compliance with County policies
- Provide in-depth analysis on deferred revenue and reserve accounting to support the Senior Financial Resource Advisor
- Analyze revenue activity, identify and resolve inconsistencies, ensuring compliance with policy and Public Sector Accounting Standards
- Oversee reserve funding by reviewing historical transactions, analyzing current funding requests, and ensuring they align with the reserve’s intended purpose and policy-based eligibility
- Establish and manage grant processes, including tracking deadlines, reporting requirements, and deferred revenue balances, while maintaining a centralized repository for all key grant documents
- Prepare complex year end working papers for deferred revenue, grants, levies, and reserves, including variance analysis as needed
- Create forecasting reports for reserves, grants, and levies to aid in multi-year budget planning and support long-range forecasting and financing strategies
- Develop statistical reconciliations for external reporting, and improve reconciliation analysis for Financial and Strategic Services
- Exemplify a culture of customer service excellence, fostering strong working relationships across the organization to improve communication and alignment with Financial and Strategic Services

**Qualifications and Skills**:

- A related degree with a minimum of 3 years experience in accounting, budgeting, reporting, strategic analysis, risk assessment, and issue resolution
- Chartered Professional Accounting (CPA) designation in progress or obtained is a strong asset
- Sound critical thinking and analytical skills, including the ability to identify issues, analyze risk, and propose alternative solutions to senior staff
- Strong written and spoken communication skills for preparation of reports, proposals, presentations, and professional documentation
- Experience in working with an integrated ERP system and utilizing the system efficiently to create accurate and timely financial information
- Proficiency with business productivity software, computers, and financial information systems, including advanced Microsoft Excel
