Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

Reporting to the Director Project Management Office (PMO), the Manager Project Governance is responsible for establishing and leading a team of specialists and other resources (including external consultants, as required) in planning, coordinating, and executing the work required to develop, implement, and support fit-for-purpose and scalable project management and governance processes.
This position is based in our Calgary Head Office and is a full-time** in office**position.
**Key Responsibilities**
- Develop and implement a fit-for-purpose Stage-Gate framework and project governance processes, while collaborating with corporate stakeholders (e.g., Business Development, Project Development, Engineering, Regulatory, Legal, EH&S, Public Affairs, Indigenous Relations, Land, SCM, Operations) to ensure alignment and integration.
- Facilitate the preparation, completion, follow-up, and documentation of Gate reviews, ensuring all necessary documentation and deliverables are in place. Translate and communicate gate review key findings to senior leaders using the corporate risk matrix to identify and assess potential project risks. Recommend and implement control measures to prevent or reduce the impact of risks, collaborating with key project stakeholders to ensure compliance with the governance framework and industry standards and regulations. Evaluate and incorporate learnings from gate reviews to improve existing processes and systems.
- Identify, recruit, and assign resources to the Project Governance Team, including specialists in training and gate reviews, reporting, risk, and document management, while providing strategic and tactical guidance to the team.
- Develop standards and processes for integrated document management services, ensuring all project documentation is properly controlled, stored, and accessible.
- Develop standards and processes for integrated performance metric reporting and stewardship, while providing regular reports on project performance, including compliance with governance processes, to senior management.
- Develop and implement tools and methods to ensure rigorous adherence to project governance processes by all stakeholders, while providing supporting tools and resources to assist stakeholders in completing their Stage deliverables and preparing for Gate reviews.
- Develop standards and processes for project management, develop and deliver training programs and organizational change management (OCM) plans to ensure corporate stakeholders are properly onboarded and can effectively use project management processes, and maintain awareness of the evolution of project management best practices, striving to incorporate these practices within the PMO as appropriate.
- Compile, analyze, and communicate key project risks and mitigation strategies to stakeholders, including senior management and other relevant parties, while ensuring the organization’s project management practices adhere to the PMO standard and governance framework by conducting regular audits to verify compliance.
**Qualifications and Professional Experience**
- University degree in Engineering, Business Administration, or a related field.
- Minimum of 10 years of experience in project governance or project management, with at least 5 years in a leadership role.
- Project Management Professional (PMP) designation is required.
