The Placement Resources Unit provides oversight to the continuum of care placement services for children in Manitoba. This continuum of care is provided by third party funded and licensed community based organizations, private adoption agencies and Child and Family Services (CFS) agencies. Placement types range from short to long term and include adoption, group care, emergency shelters, foster care, crisis stabilization and treatment centres. The unit is responsible for ensuring service delivery strategically evolves by updating standards of practices based on program, service needs or legislative changes. This includes providing consultation and interpretation to both internal and external government sectors, provincial/territorial and federal counterparts, community organizations and public entities regarding legislative requirements. The Placement Resource Specialist (PRS) is responsible for collaboration with Authorities, CFS Agencies and third party operators, relative to legislative frameworks that support a continuum of placement options and tools.

Qualifications:
Essential:

- Post-secondary education in Social Sciences (BSW, MSW preferred) with child welfare experience. Equivalent combination of education, training and related experience may be considered.
- Experience in the development and delivery of training and/or presentations.
- Experience working in program areas that provide alternate placement care, including group care, foster care, adoption, customary care, guardianship supports.
- Ability to form collaborative working relationships with communities, interdepartmental partners and non government service providers, to coordinate multi-system activities and create opportunities for solutions that meet multiple needs.
- Strong interpersonal skills, with a high degree of professionalism, political acumen, and the ability to establish effective relationships with various partners.
- Strong written communication skills with the ability to write clearly and persuasively.
- Strong verbal communication skills with the ability to articulate messages in a clear and consistent manner and to resolve conflict constructively.
- Knowledge and/or experience with funding models, financial oversight, including grant or per diem funding models or budget experience.
- Knowledge of Child Welfare System and applicable legislation, policy and practices.

**Duties**:
The Placement Resource Specialist provides a range of services on a provincial and interprovincial/territorial scope and the incumbent will work independently with a high degree of autonomy, requiring the ability to make decisions on day-to-day work. This includes prioritizing work, responding to crisis situations, resolving complex, multi-system placement issues. The incumbent is required to perform all duties of this position with a significant degree of independence and initiative, use effective decision-making skills, and may be required to develop innovative solutions to matters and to determine the best means for accomplishing objectives, setting priorities, and meeting deadlines.
