The role is responsible for monitoring and supporting the Project Management Service Provider (PMSP) MSA contracts through participation in outsourced governance and contract management initiatives. This includes PMSP Governance, Compliance and Contract Management, Quality Management, Change Management, Non-conformance Process, Continuous Improvement, Transition In/Transition Out, and Analytical reporting.
- To be successful in the role, the individual is experienced in managing relationships with Client Teams, Service Provider Leaders, Ministry Clients, and internal Business Units.

**What You Will Do**:

- ** Responsible for directing, managing, providing leadership and overseeing the Service Providers**:

- Guide and oversee the Service Providers regarding compliance reporting, capital planning coordination and expenditures, occupancy levels, including oversight of all quality assurance and quality control processes.
- Guide and oversee the Service Providers on the implementation of government initiatives impacting Realty Operations and provide guidance in the budgetary process. Work with the Service Providers and regional peers to optimize the value of projects.
- Identify and report trends regarding performance levels, expenditures, and project schedules and advise Directors of potentials issues and impacts. Identify reoccurring challenges and recommend a plan of action to address them.

Service Provider Oversight and Governance Support**:

- Lead, or participate as assigned, on Workstream teams contributing to field guide development, achievement of annual deliverables and continuous improvement initiatives.
- Monitor and participate in the scoring of all Key Performance Indicators (KPI’s), indicate to work stream peers’ performance issues, and collaborate with Service Providers on corrective solutions, provide work stream executive lead updates for escalation to contract management workstream where required.
- Assist with the quarterly and annual reviews of KPI’s working with workstream peers to provide recommendations for improvements.
- Monitor and report to Directors, service observations regarding Master Service Agreement (MSA) requirements, value for service, transparency of procurement, and consistency of deliverables. Partner with work streams and Service Providers to provide MSA clarifications as required.
- Monitor the performance of the Service Providers (O&M, cost/SF, energy intensity, gearing rations) including project metrics, estimating, scheduling, and benchmarking to determine areas of focus for workstreams.
- Lead internal audit reviews required to support MSA requirements as assigned or collaborate and coordinate with internal business unit conducting the same. Participate in meetings with external auditors to understand the scope of the audit and assist in providing reports, and information. Provide updates on previous audit action plans and prepare new action plans based on any new findings.

- Experience or education in a related discipline, with a concentration in real estate or project management.
- Substantial hands-on experience managing large multi-property portfolios.
- Solid experience in contract management and outsource governance on a comprehensive portfolio of projects and buildings with single or multiple Service Providers.
- Experience with strategic outsourcing arrangements in property management or related fields.
- Advanced organization and project management skills
- Strong written skills to prepare business cases and reports, and effectively interact with internal and external stakeholders.
- Analytical and problem-solving skills to manage and resolve technical issues.
- Solid interpersonal skills to establish and maintain effective partnerships with a variety of stakeholders.
- Well-developed negotiating and influencing skills to resolve issues with Service Providers.
