Safe Start Coordinator

**Job Purpose**

Reporting to the Intervention Services Manager, and working closely with the Shelter caseworker, the Safe Start Coordinator is a key link between Indigenous communities across Québec, newly arrived Indigenous women and men in Montreal and at risk of homelessness, and urban facilities services to meet their needs. The person in the role is responsible for program design, and for creating appropriate tools for program implementation and reporting. The coordinator acts as a resource contact introducing and orienting newly arrived Indigenous people to city life, or people experiencing their first episode of homelessness, and providing intensive case management rooted in Indigenous values and using a holistic, trauma informed approach. This person helps to reduce cultural shock through guidance, assistance, and education towards a healthy, positive, and culturally safe urban life.

**Duties and Responsibilities**
- Design, create tools, implement, and report/evaluate PAQ’s Safe Start Program.
- Build a strong network of contacts and partnerships with key social service providers in Montréal in the areas of transportation, health, housing, employment and justice.
- Build a strong partner network and contacts through virtual communications and travel with First Nations and Inuit northern communities to identify and understand the starting points of people at risk (example: social workers in the community, health or youth centres, radio, band or community leadership, etc.).
- Through contacts, develop information systems to identify Indigenous people travelling to Montréal before they arrive, and if possible, meet them on arrival at key transportation hubs (airport, bus, etc.).
- Offer intensive support, accompaniment, and intervention to people at risk of homelessness as they arrive in Montreal.
- Assess needs and make recommendations by offering an introduction to city life using an approach that encompasses Indigenous values and world views (e.g., experiential learning, versus a paternalistic approach).
- Refer and support people to the appropriate resources, facilitate their access to services, and ensure follow-up.
- Provide holistic trauma-informed and comprehensive case management services, including initial assessment, development of intervention plans, progress monitoring and referral.
- Establish a bond of trust with the participants through active listening and positive interactions.
- Track statistics and write reports for the program.

**Required Values and Attributes**
- Identifies as Indigenous or has a minimum of three years’ experience living and working in an Indigenous community.
- Willing to travel to Northern and Quebec communities regularly
- Demonstrate understanding and commitment to social justice and reconciliation for Indigenous peoples in Canada.
- Demonstrate personal qualities of integrity, empathy, and dedication to PAQ’s mission
- Demonstrates persistence in resolving issues.

**Required Knowledge, Skills and Experience**
- Minimum two years’ experience working in a similar intervention/casework/social work role or other related field in the non-profit sector
- Minimum one year experience working in a project or program coordination role.
- Oral proficiency in French and English, with the ability to write reports in one of the two languages; ability to speak an Indigenous language is a significant asset.
- Knowledge and understanding of the impact of intergenerational trauma and on-going realities in communities, urban barriers, and indigenous social and economic issues.
- Knowledge of local government and community social service providers.
- Strong organizational and time management skills.
- Ability to work independently and take initiative.
- Proven communications and counselling skills.

**Required Academic or Other Qualifications**
- Bachelor’s degree in social work, intervention or related field or equivalent work experience
- First Aid Training is an asset.

**Other Requirements**
- Ability to travel to remote communities.
- Must have a very flexible schedule with ability to work day, evenings and weekends

**Contract**:Full-time permanent (35 hours per week)

**Location**: Downtown Montreal at the PAQ shelter
- On-site work: 30%- 40%
- Field/street work (Montréal and communities): 60% to 70%

This role cannot be carried out remotely.

**Compensation**
- $26.40/hour
- Group insurance plan after 3 months
- 10 paid sick/vacation days annually
- 4% vacation accrual
