**Summary of Duties**
Reporting to a designated Manager, the Data Analyst, Community Plans and Programs, works as part of a team to develop and deliver community plans, programs, tools and resources that support community enablement, community engagement, and the development of healthy, strong communities and neighbourhoods.

**Work Performed** WORK PERFORMED**:
As part of a team, develop and deliver initiatives, programs, and strategies to support Council
- approved community plans, such as those focused on communities and neighbourhoods, seniors, children, and families.

Support local planning groups in coordination and planning activities, raise awareness, and share information and research.

Support policy development for local childcare and early years service system plans.

Coordinate scheduling and facilitation of training and development programs, workshops, and professional development opportunities.

Review and recommend for managerial approval policies and processes to support divisional goals and objectives related to community plans and programs.

Support community centres, family centres, and neighbourhood resource centres to implement tools and resources.

Provide liaison services between citizens, resident groups, partner organizations or collaborations and the civic administration.

Recommend and administer agreements and program arrangements with other Local, Provincial and Federal agencies for funding and/or delivery of programs.

Participate in presentations and discussions at public meetings. Represent the Service Area on internal and external committees.

Collect and assess data, information, and participant feedback to evaluate effectiveness of community plans and programs.

Regularly engage in discussions to collect insights from community partners, parents, caregivers and children to inform local programs and services.

Ensure collection and retention of key local historical data on early years and where appropriate, incorporate these data into early years planning.

Evaluate the effectiveness of policies and programs in meeting target goals and objectives.

Lead local knowledge mobilization and act as a resource in the community related to early years research and data including the Early Development Instrument (EDI) and related community measures.

Ensure that local early years programs and services are reflective of relevant, current research and evidence.

Build capacity, awareness and understanding of early years research and promote use of research and evaluation findings in evidence-informed decision-making.

Participate in the development and implementation of tools and resources to increase public awareness and stakeholder engagement for community plans and programs, including development of promotional and educational material.

Prepare for, coordinate, and make presentations at community meetings regarding community plans to encourage participation, seek community input, and report on progress and outcomes.

Participate in the preparation of reports to Committees, community partners and stakeholder groups. Prepare, monitor, and approve expenditures from the budgets and grants.

Liaise with consultants and technical staff in the conduct of projects.

Maintain corporate standards of customer service and administrative procedures. Implement and maintain risk management programs and safety procedures.

Provide direction and guidance to casual staff and co-op students, as required. Perform related duties as assigned.

**Qualifications/Experience** QUALIFICATIONS**:
Completion of a four-year Honours University degree in related areas which may include community development, communications, women’s studies, social sciences or equivalent.

Ability to work a range of hours from time to time, as necessary, including evenings and weekends.

**EXPERIENCE**:
Four years of related experience in community programming is required.

**Specialized Training & Licenses** Skills and abilities in the following areas are necessary**:
Demonstrated understanding of issues related to social and health development of all ages, vulnerable populations, and neighbourhood community development, including research regarding community approaches to address improving outcomes for target populations.

Demonstrated ability to adapt research into effective programs and strategies for target populations.

Demonstrated effective verbal, written, interpersonal, communication, facilitation, and presentation skills.

Demonstrated exceptional relationship-building skills with a diversity of stakeholders.

Demonstrated project management skills and the ability to effectively coordinate a number of projects simultaneously.

Demonstrated excellent organizational and time management skills.

Ability to analyse problems, facilitate solutions and promote programs to effect change is required.

**Compensation Range**
$55,175 - $80,171 (Level 14)
