The Consultant, Organizational Planning & Development, is a critical role that provides strategic advice, management, and delivery of a suite of organizational development and talent initiatives for Corporate Services. This includes employee recognition, mentorship and professional development, along with a substantive amount of culture building via event planning and event delivery (both in-person and virtual).

Working within the Deputy City Manager’s Office, Corporate Services, this role will be accountable for delivering existing programs to a high standard (i.e., Mentorship, employee recognition, training & development programs, succession planning, Town Halls, etc), as well as continuously reviewing current activities to ensure we are improving the employee experience and meeting desired outcomes.

**In addition, you will**:

- Conduct research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Support the Deputy City Manager Corporate Services office in addressing ongoing and emerging issues and priorities for the service area to ensure timely delivery of services and special projects.
- Provides leadership and support to Deputy City Manager Corporate Services, Chief Information Officer, DCIOs, heads of divisions, directors and managers in the service area; assures vision, mission, values and goals are integrated into the everyday business people strategies.
- Plan, develop, implement and monitor the People Strategy plan in alignment to the Deputy City Manager Corporate Services' business plan and budget.
- Work closely with Deputy City Manager Corporate Services, Chief Information Officer, Deputy Chief Information Officers, heads of divisions, directors and corporate Human Resources to ensure the service area effectively and efficiently manages talent and organizational development strategies.
- Ensure accuracy and relevance of information to support decision making and evaluates success on people-related issues.
- Provide leadership and strategic direction on the analysis of Corporate Services People Strategies, short and long term planning, and the development of related service area strategies.
- Improve operating performance through the development of people programs such as succession planning, performance management, talent management, training and development, employee engagement, organizational design and realignment and incorporates industry best practices for the service area.
- Develop and implement the communication strategy for all people annual plans, programs and initiatives.
- Guide the allocation of resources for effective and efficient delivery of services.
- Evaluate risks of implementing / not implementing programs and initiatives in the planning stages of any assigned people project.
- Assess the capacity of the organization and develops plans for the improvement of the organization including training recommendations for consideration by the DCM CS Senior Management Team.
- Leads the service area's training in the design, development, delivery, coordination and evaluation of training programs related to key DCM CS initiatives.
- Ensure the organization's needs and priorities for staff skill development and training are identified and assessed.
- Assures delivery of people services and programs to achieve service area /divisional plans developed by Corporate Human Resources and the DCM CS business objectives.
- Liaises with Human Resource Division, communicates and shares the Divisions' People Strategy and prioritizes critical issues and business plans to ensure support and high standards of performance are maintained at all times.
- Represents the service area in corporate people-related forums.

**Key Qualifications**:

- Post-secondary education in Human Resources, Business Administration, Adult Learning and Development, Organizational Development or Talent Management, or an equivalent combination of education and experience.
- Considerable experience in coordinating high-profile events and conducting presentations to senior level management and special interest groups.
