Reporting to the Manager, Talent Acquisition, the Recruitment Specialist serves the Mission as a trusted advisor to hiring managers throughout the recruitment lifecycle, in alignment with TSA values, policies, procedures, applicable legislation, operational goals and best practices to attract and hire for best fit and top talent.

There is a focus on providing recruitment analytics and supporting special projects that directly impact the success of the overall staffing strategy. This position will also support the delivery of an inspiring TSA orientation program to enhance the new hire experience of personal belonging and mission connection.

**KEY RESPONSIBILITIES**:
**Recruitment Lifecycle**
- Lead end-to-end recruitment and selection cycle for a broad range of roles and locations in accordance with, and through the promotion of TSA (The Salvation Army) Policies & Procedures, Employment Standards Act & Human Rights Codes, and Equity, Diversity, Justice, and Inclusion principles
- Consult with Hiring Manager to understand, advise and action an agreed-upon recruitment plan based on urgency of hire,
- Proactively anticipate and identify difficult-to-fill positions and present sourcing solutions to address challenging recruitments
- Create recruitment files and maintain accurate and thorough recruitment records
- Provide expert guidance to Hiring Manager on interview methods and interview questions, assist in structuring interview tools based on competencies, behaviours, and TSA values
- Conduct reference checks and discuss final selection with hiring manager
- Determine offer details in partnership with hiring managers - create and present offer, facilitate negotiations as needed
- Develop partnerships with post-secondary institutes, recruitment agencies and employment networks to source talent
- Represent The Salvation Army at career fairs, industry, and employment networking events

**Orientation/Onboarding**
- Provide new hire onboarding documentation and track completion, following up as needed
- Schedule and deliver new hire orientation program to promote mission connection, culture, engagement, education, and employee retention

**Analytics and Special Projects**
- Extract reports and provide recruitment data to inform scorecards/KPIs to support recruitment strategies and decisions
- Conduct and collect recruitment related surveys such as new hire and hiring manager experience surveys
- Liaise with internal partners to support employer branding and Equity, Diversity, Justice and Inclusion activities as related to the recruitment function
- Closely work with Territorial Manager, Staffing Systems to deliver and assess recruitment projects such as ATS implementation
- Create, build, and maintain talent pools and pipelines utilizing various channels in multiple markets
- Create and maintain interview questions database

**QUALIFICATIONS AND EDUCATION REQUIREMENTS**:

- College Diploma in Human Resources or related field
- University Degree in Human Resources or related field will be considered as an asset
- Registered Professional Recruiter or CHRP/CHRL designation will be considered as an asset
- Alternative combination of experience and education might be considered
- A minimum of 5 years of experience in a similar recruitment function leading a full cycle recruitment
- Strong working knowledge of current employment legislation, leading best practices and Equity, Diversity, Justice, and Inclusion principles
- Strong technical skills including a strong preference for Workday ATS & LMS knowledge and experience
- Engaging presentation skills to deliver orientation program to new staff

**PREFERRED SKILLS/CAPABILITIES**:

- Must be tech-savvy, and have direct experience sourcing and building a talent pipeline
- Excellent verbal and written communication skills, with a professional demeanor and an ability to represent organizational mission, vision, values and brand effectively and positively
- Proven track record of meeting hiring timelines & targets
