**Job Summary**:
**Reporting to the Capital Works Program Manager, the Capital Works Project Manager is responsible for administering and managing all aspects of facilities and other capital projects for the Housing Services Division from initiation to completion, including capital replacements and upgrades, building retrofits and expansions. This position is accountable for asset management planning, project development, overseeing and providing input into design, servicing, and construction, procurement, contract administration, onsite management and review and project evaluation.**:
**Education**:

- Diploma or Degree from a recognized community college 3 year program or university in the discipline of Architecture, Engineering, Construction, Project Management or other related fields

**Knowledge**:

- 3 years in construction, architectural design, project management or related field combined with the education requirement, (5 years’ experience is preferred), OR
- 5 years in construction, architectural design, project management or related field (without the education requirement)
- 10 years in construction, architectural design, project management or related field is preferred
- Knowledge of Housing Services Act, Occupational Health & Safety Act, Ontario Fire Code, Ontario Building Code
- Knowledge of budgetary and financial processes, including development of construction budgets
- Proficient in Microsoft Office Suite, including Project Management, Excel, Word, PowerPoint or other similar software
- WHMIS Training
- Project Management Professional (PMP) Designation preferred
- Current membership in good standing with OAA, PEO, AATO, OACETT, or equivalent preferred

**Responsibilities**:
**_ Project Management of facilities construction, renovation, rehabilitation and lifecycle renewal projects from initiation to completion with responsibility for all aspects of project development including ensuring that projects are completed in a timely manner, within the approved budget, and to the quality standards set by the Region. Initiates projects, determines project scope and goals, identifies project stakeholders and meets with them to determine project requirements, develops project charters and administers procurement process.(40% of time)_**:

- Develops, tracks and updates total project budgets, estimates material and resource costs and controls changes to ensure projects are completed within their approved budgets.
- Develops the master project schedule, and monitors and updates throughout the duration of the project to ensure timely project completion.
- Identifies project risks, develops a risk management strategy and controls project risks.
- Ensures projects satisfy required needs, code, design and legal requirements

by identifying relevant quality standards and ensuring a system of quality control and monitoring is established and utilized to ensure successful project delivery.
- Manages the change management process in coordination with clients, contractors, consultants and other project stakeholders.
- Coordinates the activities of stakeholders, consultants and contractors from inception through to project completion
- Provides direction and supervision to in-house technical support staff on design and construction projects associated with all Housing facilities.
- Review consultants’ reports, designs, contract drawings, and specifications to ensure compliance with NRH requirements, policies, and procedures.
- Responds to emergencies, complaints, and requests for service, taking appropriate action
- Ensure projects are closed out effectively including commissioning, deficiency inspections and resolution, turn-over of as-constructed drawings, other finalized records and documentation
- Develops, Manages, and administers, Capital budgets and 10 year forecast ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, timely billing and completeness of funding and financial reporting is effectively managed. In compliance with corporate financial and capital asset accounting policies and best practices in asset management planning.
