The Waste Services Branch of City Operations is currently looking for a Water Quality Management Specialist to provide expertise in managing the quality, quantity and discharge of groundwater, surface water and leachate at all Waste Services locations. This includes ensuring all legal obligations and legislative requirements are met for a number of complex facilities and sites in Edmonton and the surrounding area. Your success will be measured by your ability to achieve timely results in the context of a respectful, inclusive and service-minded style.

With a focus on the City of Edmonton’s Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will be responsible for the following:
**Groundwater and Surface Quality and Quantity Management**
- Manage quality, quantity and discharge of groundwater, surface water and leachate at all locations for which Waste Services is responsible
- Ensure all regulatory requirements are met, including relevant Approval to Operate requirements issued by Alberta Environment and Parks (AEP), and any supplementary associated environmental plans and their implementation
- Manage, monitor and analyze the Edmonton Waste Management Centre (EWMC) extensive network of groundwater monitoring wells
- Identify technical options for plan implementations based on the agreements in place regarding various Waste Services facilities

**Site Remediation**
- Provide remediation and management of the contaminated sites for which Waste Services is responsible (currently the Cloverbar site and the Bremner Lagoons) by ensuring applicable requirements are met
- Provide technical and project support to internal and external project teams for various projects and contribute technical knowledge and site knowledge to expedite the research and innovation within the branch and the organization

**Technical Support**
- Provide technical and project support to internal and external project teams
- Contribute technical knowledge and site knowledge to expedite the research and innovation within the branch and the organization
- Provide ENVISO support and support for any other environmental-related activities as required

**Qualifications**:

- University Degree in Sciences or Engineering with specialization in Environmental Sciences with a minimum of six (6) years of progressively responsible experience in an environmental occupation directly related to wastewater treatment, pollution prevention, waste minimization or law enforcement including surface water, groundwater and contaminated sites management OR Completion of a recognized two-year diploma program in Sciences or Engineering with specialization in Environmental Sciences with a minimum of eight (8) years of progressively responsible experience in an environmental occupation directly related to wastewater treatment, pollution prevention, waste minimization or law enforcement including surface water, groundwater and contaminated sites management
- Experience in industrial and/or municipal environmental work, environmental project management, or environmental monitoring experience, specializing in groundwater and surface water management
- Understanding of and the ability to implement sampling and analysis methods and standards
- Ability to carry out cost/benefit analysis of specific designs, plans, programs and project options
- Leadership, innovation and initiative to support City staff, external consultants, contractors and vendors
- Knowledge of environmental management systems, applicable laws, bylaws and regulations and legislative requirements pertaining to surface water and groundwater
- Knowledge of standard statistical techniques, procedures and research methods
- Knowledge, understanding and experience in environmental performance indicators, procedures and processes
- Excellent project management skills
- A self-starter, with mínimal supervision required to carry out daily work
- Computer skills, especially related to spreadsheets (Excel/Google Sheet), statistical analysis, data management and analysis with potential to use applicable software to manage data
- Excellent verbal and written communication and interpersonal skills to collaborate, obtain and maintain cooperation and support from operating personal as well as consultants and contractors, vendors, other city engineers, management and government agencies
- Ability to analyze problems, cooperatively develop solutions and provide recommendations to solve problems, particularly relating to solid waste operations/processes and its effects on the environment through land, water and air
