The Strategic Procurement Division is responsible for delivering procurement services for Part 1 (GNB departments) and Part 2 (school districts). The division also provides support to the broader NB public sector such as municipalities, Crown corporations, community colleges and universities.
- Effectively communicating with and responding to inquiries from the vendor/supplier community and client departments
- Conducting sourcing initiatives and managing cross-functional teams
- Ensuring complete and accurate tender specifications
- Establishing, negotiating, and renewing contracts within the assigned portfolios
- Procuring goods and services according to the technical specifications provided by the client department and the Procurement Act, as required.
- Reviewing and developing tender specifications, request for quotes (RFQ), and request for proposals (RFP)
- Researching best practices in public sector strategic sourcing and category management
- Obtaining price quotations
- Ensuring fairness and transparency during bid evaluations
- Processing requisitions, tenders, and purchase orders
- Providing support to both the vendor/supplier community and client departments regarding the Procurement Act and Regulations 2014-93
- Providing support regarding draft service agreements
- Understanding of the public procurement rules and marketplace

**ESSENTIAL QUALIFICATIONS**: University degree in related discipline with a minimum of four (4) years of related work experience. Subject to the response to this competition, an equivalent combination of training and experience may be considered, or the required years of experience may be increased.

**Some positions require written and spoken competence in French and English. Others will require written and spoken competence in English only.**
- Purchasing Designation(s) (CPPB, PSPP, and SCMP) or similar certifications
- Experience in Strategic Sourcing or Category Management (goods and services)
- Experience in the request for proposal (RFP) process
- Experience in the procurement legislation and / or the procurement regulatory environment.
- Demonstrated contract negotiation experience
- Experience in data collection and analysis
