**Health Safety Environment (HSE) Specialist**
The Alberta Capital Region Wastewater Commission (ACRWC) is an ISO 14001 registered regional services commission providing wastewater transmission and treatment services to over 300,000 people in 13 municipalities surrounding the City of Edmonton. The ACRWC owns and operates 200 km of wastewater transmission lines, 5 pumping stations, and a modern state of the art wastewater treatment plant. Our mission is to provide safe, reliable, cost efficient and environmentally responsible wastewater transmission and treatment service. The ACRWC Treatment Facility is located near the North Saskatchewan River just north of Sherwood Park, AB.
**Position Overview**:
The HSE Specialist is responsible for the ongoing development, implementation, and maintenance of ACRWC's Health and Safety Management System (HSMS), and Environmental Management System (EMS). Provides leadership, expertise, technical support, and direction in the implementation of the HSMS and EMS to enable management, employees, and contractors to achieve accountability in their respective areas and protect the organization from exposure to risk that could have adverse HSE related consequences. Formulates partnerships across the entire organization to deliver value-added service with a focus on safe, effective, OHS and environmental legislation compliant, prevention-based practices with measurable results.
**Key Responsibilities**:
- Promote the health, safety and well-being of workers and the sustainability of the workplace by considering health and safety concerns in the physical work environment.
- Address HSE concerns related to how work is organized and the workplace culture.
- Assess and evaluate work procedures and environments.
- Identify potential hazards and provide recommendations to eliminate or implement controls.
- Advise managers, supervisors and employees about safe work practices and safety standards and regulations.
- Promote safe work practices and injury prevention activities.
- Recommend risk-reduction measures and supervise the installation of safety features or the introduction of safer procedures.
- Recommend procedures and equipment for safety and compliance with relevant laws and regulations.
- Facilitate development of, and maintain, HSE policies and programs, Emergency Plans, Safe Work Practices, Job Hazard Assessments, and Codes of Practice.
- Facilitate employee safety committees, meetings, and programs.
- Facilitate development of and instruct HSE related internal training programs.
- Inspect/audit facilities, equipment, and work practices to identify potential hazards and measure compliance to OHS and other legislation.
- Develop and facilitate emergency response exercises testing developed emergency response plans.
- Lead incident investigations and collaborate with staff to identify corrective/preventive actions.
- Track and analyze incident and nonconformance data and facilitate tracking/progress meetings.
- Facilitate hiring of consultants as required for: noise level surveys; ergonomic assessments; hygiene; and other.
- Maintain and improve elements of, and facilitate activities surrounding, the Environmental Management System (EMS) to support maintaining certificate of registration to ISO 14001.
**Qualifications**:
- Occupational Health and Safety (OHS) Degree, Diploma or Certificate (Combinations and equivalencies of education and experience may be considered). Additionally, holding a Canadian Registered Safety Professional (CRSP) certification or Canadian Registered Safety Technician (CRST) certification is an asset.
- 3+ years’ experience as an OHS practitioner, preferably within the utilities or industrial sectors.
- Advanced knowledge of the Alberta OHS Act, Regulation and Code, other applicable legislation, industry standards and best practices.
- Incident investigation experience.
- Holding an environmental diploma or certificate is an asset.
- Working knowledge of International Standards Organization (ISO) standards for management systems (Environmental and/or Occupational Health and Safety and/or Quality).

- Strong written and interpersonal communication skills with attention to detail and a high level of accuracy.
- Self-starter, able to work under mínimal supervision, exercise good judgment, effectively manage conflicting priorities and emergencies.
- Highly organized.
- Methodical: develop, implement, and evaluate HSE programs and strategies.
- Innovative: analyze data from investigations of HSE related incidents/unsafe conditions.
- Directive: engage with management, employees, and contractors to deliver training and advise on health, environmental protection, and workplace safety issues.
