The Bank of Canada is the sole provider of many essential services and functions that are central to Canada's economic stability and well-being. The Bank has a responsibility to ensure the timely and continuous delivery of those essential services and functions under any number of unpredictable adverse circumstances that would, without advance planning and preparation, disrupt the Bank’s normal operations. The ability to deliver critical operations through disruption, regardless of its source is at the core of the Bank’s operational resilience. The Bank satisfies that responsibility through the ongoing support of the Continuity of Operations Program (COOP).

The purpose of the Incident Management & Response workstream within COOP is to enable the Bank to respond quickly and effectively to an incident that disrupts or threatens to disrupt any critical operations. To help us do this, we use the Bank’s Incident Management Framework. The Incident Management & Response (IMR) workstream is responsible for maintaining this framework by designing and facilitating exercises, providing incident response training, and addressing business recovery requirements. In addition, the IMR workstream plays an active role in responding to any incidents affecting the Bank, including the COVID-19 Pandemic.

**What you will do**

As an analyst in a highly visible role, you provide on-the-ground tactical leadership and advice for the successful achievement of strategic objectives for the IMR workstream within COOP. You play a key role in ensuring the Bank is prepared to respond to incidents as well as in responding to incidents in real-time.

Ensuring the Bank is Prepared
You will play a critical role in the maintenance of the Bank’s corporate Incident Management Framework (IMF) by designing and executing scenario-based exercises for teams within the IMF. In addition, you will provide incident response training to members with incident response roles, including senior leaders and decision makers.

Responding to Incidents
You will be a key player in the Bank’s response to incidents that disrupt or threaten to disrupt critical operations. As a member of the IMT, you will contribute to the Bank’s response efforts during an incident by coordinating and participating in IMT meetings, preparing and disseminating emergency messaging, and contributing to the implementation of response plans and solutions.

**What you need to succeed**

We are looking for someone with strong communication and relationship-management skills who can effectively collaborate with stakeholders at different levels across the Bank. You will need to have solid analytic and problem-solving skills to research and assess operations, including the ability to identify problems and impacts, determine appropriate action and oversee change implementation in resolving issues and improving processes. Being a self-starter and possessing strong organization skills will be essential as you will be a key contributor to the planning and execution of initiatives and projects within the IMR workstream. You must be a team player as you will be part of a highly dynamic team that contributes to the Bank’s operational resilience.

**Nice-to-have**
- Knowledge of the Bank’s critical business functions
- ABCP (Associate Business Continuity Professional)/CBCP (Certified Business Continuity Professional) certification
- ICS (Incident Command System) 100-400 certification

**Your education and experience**
The position requires a completed post-secondary degree or diploma in emergency management or business continuity with 3 years of experience in Risk/Emergency Management or a relevant field or an equivalent combination of education and experience may also be considered.

- Language requirement: English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.
