**Position Description**

The Finance Manager is responsible for the day-to-day management of the systems related to the financial administration of the First Nation. The position reports directly to the Band Administrator. The Finance Manager is responsible for the overall monitoring and reporting on the financial affairs of the First Nation, maintenance of all financial management policies and procedures, and implementation of the First Nation’s risk assessment process. They will provide key financial input for decision-making to safeguard the First Nation’s assets and manage its financial health.

**Primary Duties and Functions**
- Ensure the financial administration systems, policies, procedures and internal controls are appropriately designed and operating effectively.
- Administer and maintain all charts of accounts of the First Nation
- Prepare annual forecasts, capital and operating budgets and a five-year financial plan with input from relevant department heads
- Prepare the monthly, quarterly, and annual financial statements.
- Monitor and forecast the First Nation’s financial performance.
- Prepare the financial components of reports to the Council.
- Actively monitor compliance with any agreements and funding arrangements entered into by the First Nation
- Assessing and managing financial reporting risk and reporting risks
- Administer and supervise the preparation and maintenance of financial records and the financial administration reporting systems.
- Actively monitor compliance the Financial Administration Law, any other applicable First Nation law, applicable standards and any policies and procedures respecting the financial administration of the First Nation
- Evaluate the financial administration systems of the First Nation and recommend improvements
- Develop and recommend procedures for the safeguarding of assets and to ensure approved procedures are followed
- Develop and recommend procedures to Council for identifying and mitigating financial reporting and risk of fraud and to ensure approved procedures are followed
- Provide oversight over the procurement process, including assisting in the selection, evaluation, and monitoring of contractors and suppliers.
- Other duties as assigned by the Band Administrator

**Experience, Abilities, Knowledge, and Skills**
- Five (5) to seven (7) years of working in a financial administration/management role, preferably in a First Nation’s environment
- Proven experience and expertise in financial management, performance reporting and forecasting
- In depth knowledge of financial regulations and risk management best practices
- Experience working with a Si:yá:m Council and Finance and Audit Committee or equivalent is preferred.
- Proficient knowledge in the following areas:

- Financial management and generally accepted accounting principles.
- Knowledge in Xyntax program
- Budgeting
- Strong quantitative analysis
- Understanding of relevant legislation, policies, and procedures
- Demonstrate the following skills:

- Strong leadership skills with the ability to manage, mentor and motive others
- High degree of ethics, confidentiality, and integrity
- Financial management
- Strategic management and planning
- Decision making & negotiation.
- Computer skills, including proficiency in spreadsheets and word-processing.
- Effective written and verbal communication skills, including the ability to prepare reports, policies, and motions

**Qualifications**
- Bachelor degree in Business, Finance or Accounting
- Training in Human Resources is recommended.
- Must successfully pass a pre-employment criminal record check.
- Must possess and maintain a valid Driver’s License (Class 5) and have reliable transportation.

**Performance Measurements**
- All financial controls outlined in the First Nations Financial Management Law and Policies are operating effectively.
- Financial reports are accurate and are submitted in a manner consistent with the First Nations Financial Administration Law and associated policies.
- The First Nation is compliant with all financial agreements including but not limited to government Contribution Agreements, Trust Agreements, Loan Agreements etc.
- Council and other members of Senior Staff are made aware of any financial reporting risks or risks in general that may impact the First Nation and solutions are provided.
- The Financial Management System is reviewed and updated as required including review of the Financial Administration Law and policies. All recommended updates are provided to Council for review.
- Participates in the drafting of Requests for Proposals, as well as the selection and monitoring of contracts.
- General oversight of finance staff to ensure accuracy and timeliness of information.
- Respectful and efficient communications and professional relationship with the auditor.
