**Overview**:
The Manager reports directly to the Director, Community Bylaws & Licencing and is responsible for managing the operations and budgeting of the Bylaw Property Use, Parking, and Administrative units. This position will ensure that the Bylaw units exceed the operational performance and customer service delivery standards established by City Council and the CAO. This position directly manages a total 8 staff and is responsible for the operational deployment, organizational development, people management, shift scheduling, training, and quality control for 17 frontline operational Bylaw FTEs.
**Key Accountabilities**:
- Supervises and coordinates enforcement and administrative staff to ensure work is conducted in an effective, efficient manner and conforms to City policies and practices.
- Assigns and directs the work of employees, reviews and evaluates employee performance, authorizes overtime and requests for leave.
- Participates in labour relations matters, including discipline, and represents management in grievance hearings when required.
- Directs the investigation of complaints relating to inspection and bylaw regulatory matters and addresses concerns through appropriate action.
- Makes recommendations regarding remedial or legal action concerning the enforcement of bylaws. Ability to gather evidence and review information for prosecution and potentially act as a witness in court.
- Accountable for effective communication and maintenance of an effective, constructive and professional working relationship with other City departments and external agencies.
- Working under the direction of the Director, Community Bylaws and Licencing, this position will support the implementation and evaluation of procedural best practices related to enforcement files and customer service delivery.
- Effective relationship building with external agencies/organizations (governmental, non-governmental, court systems, law enforcement, and non-profits). Establishes, monitors, and develops effective working relations with a wide variety of internal and external stakeholders and contacts. Such relationships would range from informal connections to formal partnerships.
**Qualifications and Experience**:
- Bachelors Degree in Business Administration, Public Administration or related discipline.
- A minimum of 10 years experience in bylaw and law enforcement or related work.
- A minimum of 2 years of managerial experience or 5 years of supervisory experience.
- Excellent oral and written communication skills.
- Strong interpersonal aptitude.
- Demonstrate ability to work collaboratively with staff from other departments.
- Familiarity with the rules of evidence, Community Charter, Court procedures and labour regulations.
- Problem solving skills with assessment of issues; review and allocation of workload; and performance review.
- Experience working within a unionized environment
