- In this position you will manage and oversee the division's social policy functions, which include developing and executing policy research, evaluation, and reporting. Also, you will manage the development and utilization of complex social policy to advance the strategic and long-term policy, program and planning activities of the division, service areas, and the corporation, particularly those that advance equity and reconciliation.**Major Responsibilities**:

- Develops and implements detailed plans and recommends policies regarding program specific requirements.
- Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work.
- Authorizes and controls vacation and overtime requests.
- Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
- Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
- Cultivates a culture of continuous improvement within the Social Policy unit, evaluating performance on an ongoing basis in consultation with unit staff, senior management, service users and partners and developing effective service improvement strategies.
- Manages, influences and informs policy development, project planning, service delivery frameworks and program evaluation activities to advance the City's social policy mandate, and equity and reconciliation priorities through a wide-range of inter-divisional projects with external partners, stakeholders and collaborators.
- Ensures quality, efficiency and effectiveness in the social policy process through the development and implementation of standard practices, tools and processes.
- Ensures coordination between related issues, projects and strategies in the Social Policy unit, with other divisional units, and across the corporations for greater impact.
- Improves community engagement and partnerships in the social policy development and implementation process.
- Provides support to the division’s units to align work with key divisional outcomes and performance indicators and supports the development of a culture of monitoring and evaluation
- Manages and oversees the design and execution of a range of policy and research projects that identify the needs and experiences of equity-deserving Torontonians and supports the implementation of best practices to enhance program development, design,delivery and evaluation
- Manages and oversees the identification, design, establishment and implementations of key performance indicators to track the achievement and success of social policy priorities and of specific projects and initiatives.
- Supports and manages the development of social policy related budget submissions by co-ordinating the related program divisions and Financial Planning and providing necessary information to senior management.
- Facilitates contract management for various services and products including but not limited to RFQ/RFP, valuations of bids, contract monitoring, communication with vendor, renewals, and problem solving with staff.
- Develops, prepares and negotiates agreements with suppliers, contractors, other divisions, partner organizations, and user groups.
- Identifies, builds and maintains strong working relationships with staff from other City divisions, City political representatives, other orders of government, academics, the private sector, labour, social policy networks at the local, provincial and national levels, funders and other institutions to coordinate resources, implement institutional change measures for collective impact and align and integrate evaluation processes.
- Manages reporting to City Council and applicable Council Committees including research, analysis, evaluation and preparation of major strategic reports as well as effectively managing Council and Committee relationships and ensuring timely and high quality responses to Council and Committee requests.
- Directs staff in the preparation of relevant funding proposals.
- Manages and administers funding agreements and ensures compliance with divisional and corporate finance and administrative policies.
