The Procurement Unit within Digital Technology Solutions (DTS) is responsible for managing the Delivery of IT projects across government. The Manitoba Government is one of the most complex IT organizatons in Manitoba. The Purchasing Analyst assesses and manages procurement processes including vendor invoicing, analyzing rsource and financial data. The Purchasing Analyst meets with project managers, senior management from Procurement, DTS finance and vendor partners as a key piece to manage these procurement processes. The Purchasing Analyst will analyze and interpret circumstances, resolve issues and solve problems within the scope of the position determined by the Procurement Manager, while adhering to existing guidelines, policies and procedures.

Qualifications:
**Essential**:

- Experience with data collection, management and analysis
- Experience in purchasing
- Excellent interpersonal skills with experience fostering collaboration with a variety of internal and external stakeholders
- Effective written communication skills with experience preparing, documenting and developing business processes based on operational requirements
- Strong verbal communication skills with the ability to faciliate meetings with various stakeholders
- Experience working in a team-oriented and collaborative environment
- Organizational and time management skills including the ability to set priorities and meet tight timelines
- Problem solving and decision making skills

**Duties**:
The Purchasing Analyst encompasses a variety of duties related to the review and analysis of business procedures, systems and workflows. The Purchasing Analyst reviews existing business processes, elicits and documents business requirements from stakeholders. Meets with project managers, management from the Digital technology Solutions (DTS) Procurement Unit, DTS Finance and vendor partners as a key piece of procurement invoicing processes. The Purchasing Analyst acts as the liaison between the diverse business process and develops business processes based on business and operational requirements. The Purchasing Analyst will analyze the process gaps between the current process and the future state process to identify key impacts, benefits and risks of implementing process changes. This position will administer various Procurement processes, analyze resource and financial data, undertake research to solve identified program challenges, while collecting, compiling, interpreting and evaluating information. The Purchasing Analyst will make recommendations to improve business process problems within procurement, and provide leadership and support to all staff for all functions associated with the administration of procurement, while providing excellent customer service.
