**Department Overview**

The HR Governance and Control team is responsible for providing risk and compliance advice and oversight to ensure our HR business partners areas have adequately considered, managed and mitigated risks in day-to-day activities, operations, products and services, are operating within risk appetite and are compliant with regulatory requirements.

Reporting to the Manager, HR Governance and Control, the Senior Analyst performs and oversees various Regulatory Compliance Management (RCM) and Risk oversight accountabilities for HR Canada ensuring an integrated approach aligned with enterprise requirements.
The general accountabilities of this role include but are not limited to the following:

- Conduct all testing, monitoring and reporting activities for HR Canada RCM, Process-level Risk Control Self-Assessment (pRCSA) Quality Control (QC) testing, and other HR Canada Governance and Control programs as required
- Support all elements of the HR Canada RCM program to evolve the maturing of the program, including maintaining HR Canada Regulatory Compliance Management inventories, preparing required reporting, supporting TD’s enterprise-wide risk strategies and control function requirements, and participating on various enterprise committee's or programs
- Support issues and findings management for HR Canada RCM including tracking status to completion
- Building and maintaining constructive relationships with HR partners, control partners, and key stakeholders and responding to all requests in a timely manner
- Recognizing emerging trends, issues, and opportunities, and recommending actions to management
- Maintain a comprehensive understanding of existing and emerging regulatory requirements, operational processes, inherent risks, Compliance, ORM policies & practices to provide tailored advice and counsel to HR

**Job Requirements**
- Participate / lead the integrated planning and implementation of HR Canada RCM monitoring and testing program / procedures / policies / changes across multiple functional areas
- Complete all annual HR Canada RCM control testing, and other annual control testing for HR Governance and Controls
- Complete annual refresh of pRCSAs
- Ensure programs / policies / practices are well managed, meet business needs / priorities, and comply with internal / external requirements
- Participate / Lead on the implementation of governance and control initiatives in support of the overall business / function strategy
- “Connect the dots” across issues in support of solutions and development of strategies to effectively manage and mitigate risk
- Provide specialized HR Canada RCM business governance and control related advice to support management and HR partners in area of specialization
- Flexibility to adapt to changing requirements and execute on non-routine ad-hoc requests
- A positive "can do" attitude with a curiosity and willingness to learn
- Proven background in risk and compliance management, particularly in understanding the development of and implementation of risk and compliance initiatives
- Skillful communication (written and verbal)
- Robust organizational skills with the ability to work independently in a fast-paced environment and manage multiple deadlines and priorities
