Primary Duties
The Risk & Research Analyst is responsible for delivering, monitoring, and advancing the maturity of the Enterprise Risk Management (ERM) programs for Utilities Kingston and Kingston Hydro. The position will advise and support the Manager, Sustainability & Climate Action in identifying and managing the most critical risks that represent opportunity and loss to the success of the organization’s business objectives. They will provide advice and guidance on project management, with particular emphasis on project risk management.

The incumbent will also be responsible for ongoing support in fostering innovation, advancing opportunities for research, and ensuring value is added by these activities for the organization with industry and academia.

**Major Responsibilities**:
1. Overall responsibility for the ERM programs of the organization and overseeing the development and management of programs utilizing project management best practices.
2. With support from the Manager, Sustainability & Climate Action and the Director, Utilities Engineering, develop and define ERM program goals and objectives to achieve the desired performance of ERM across the organization.
3. Lead and manage projects, contracts, and consultant services in accordance with project management best practices, including managing stakeholders and change management, to achieve desired scope, schedule, and budget requirements.
4. Develop and maintain a centralized document management system for project data, information, and reports.
5. Establish appropriate Key Performance Indicators (KPIs) and Key Risk Indicators (KRI ) to analyze and report on enterprise risks and the performance of ERM programs.
6. Provide leadership and champion ERM throughout the organization and deliver training and education programs.
7. Prepare and present ERM reports to the Utilities Kingston and Kingston Hydro Audit and Risk Committees.
8. Maintain, develop, and implement within the proper approval process, standardized policies, procedures and programs to support ERM activities ensuring that the organization is compliant with regulations, standards, by-laws and industry best practices.
9. Perform retrospective risk evaluations utilizing criteria set out by the organization to provide continuous improvement recommendations.
10. Establish and maintain effective relationships with all levels of management and front-line staff to support the integration of risk-based decision making and strategic thinking across the organization.
11. Provide advice and guidance to departments in the analysis and management of project and program risk and support the establishment of standardized processes for risk management.
12. Develop and maintain a research and innovation plan for the organization that identifies, prioritizes and pursues opportunities or strategies to build partnerships in alignment with corporate strategic priorities.
13. Act as the primary contact for academic institutions and industry partners seeking an engagement to partner on innovative projects.

**Skills and Abilities**:

- Advanced written and verbal communication skills and the ability to effectively write reports and deliver presentations to stakeholders
- Advanced analytical and research skills
- Intermediate project management skills with the ability to lead a project team

Education, Certification and Other Qualifications Required
- Post secondary degree in Engineering, Business or equivalent, Engineering Technology diploma or a combination of relevant knowledge and experience
- One or more of the following, or related, professional qualifications/certifications/designations is preferred:

- Canadian Risk Management (CRM)
- Project Management Professional (PMP)
- Certified Engineering Technologist (C.E.T.)
- Professional Engineer (P.Eng.)
- 3-5 years’ experience in risk management leading programs, initiatives research or projects
