**Job Posting**
Reporting to the Principal Planner, the Planning Statistician will play a key role supporting the implementation of the Regional Plan, Housing Programs, Integrated Mobility Plan and other Strategic initiatives that aim to support the Municipality’s rapid growth in an economically and environmentally sustainable manner. They will lead a range of projects including Population & Housing Analysis, Regional Employment model, maintaining the Complete Communities model, coordinating the Housing Models, and others.
**DUTIES AND RESPONSIBILITIES**:
- Manages strategic projects related to housing, population analysis, statistics, and land use planning (Regional and Secondary Plans), with a specific focus on data-driven planning and policy development.
- Leads the ongoing development of Planning and Development population and housing analysis, employment studies, and land use capacity analysis.
- Develops and maintains project reporting documents including charters, schedules, work breakdown structures, risk registers, written and oral reports, KPIs, tracking, and forecasting.
- Develops data maintenance framework for projects including long term retention plan, Open Data suitability, and requirements for ongoing updates and management of legacy projects.
- Provides analytical expertise to ensure the successful implementation of Planning & Development initiatives, coordinating with various stakeholders and teams involved in statistical analysis, population studies, housing assessments, employment studies, and land use planning.
- Utilizes statistical methods and data analysis techniques to support evidence-based decision-making in planning and policy development related to population, housing, and land use.
- Interprets statistical models and numerical data to help organizations plan and make decision-making processes across business units.
- Liaises with departments to obtain data, including production figures and costs, sales figures, as well as product supply and demand data as it relates to land development, transactions, and the economy.
- Instructs departments on data submission requirements, including frequency and format for inclusion into broader statistical models.
- Attends and chairs internal and external meetings including public and stakeholder engagements.
- Ensures that legal, regulatory, and municipal requirements are applied and adhered to.
- Acts as a Subject Matter Expert and Project Liaison with other divisions and/or departments during planning processes for major projects and initiatives.
- Explores alternative methodologies and best practices relative to planning projects and data management from various jurisdictions.
- Provides insight on multi-year planning projects and initiatives and recommends projects for initiation.
- Seeks out and identifies opportunities to build working networks with federal, provincial, and local agencies and departments for regional planning initiatives.
- Establishes and maintains effective professional working relationships with project stakeholders (internal & external), senior management, and Council.
- Research, analyze, and prepares reports for Council and Committee’s for various planning projects and initiatives.
**QUALIFICATIONS**:
**Education and Experience**:
- Post-secondary degree in Economic, Spatial Analysis, Mathematics, or Statistics.
- Graduate level degree would be considered an asset.
- Education or experience in Urban Planning considered an asset.
- Minimum of five (5) years of demonstrated knowledge of research/program evaluation methodology, trends/analysis presentation and interpretation, project management and strategic planning.
- Thorough understanding of data collection techniques, database management, and spatial data including Geographic Information Systems (GIS)
**Technical/Job Specific Knowledge and Abilities**:
- Strong project management skills in multi-disciplinary planning projects
- Strong technical knowledge of the principles and practices of urban planning
- In-depth proficiency in population, housing, and employment modeling and ability to conduct data research, analysis, and reporting
- Proficiency in software programs including ESRI Suite, Envision, Adobe Suite, Microsoft Suite (Excel)
- Knowledge of relevant Provincial and Federal government regulations and programs
- A general knowledge of the legislative framework and community context under which land use planning law operates
- Strong written and verbal communications and strong interpersonal and facilitation skills
- Strong ability to plan, organize and coordinate work with project teams; and
- Strong analytical and decision-making skills
