**ABOUT US**:
Northeast Operations is one of five locations under the Ministry of Transportation (MTO) Operations Division (OD).

The branch integrates the delivery of ministry services in the region, including issues management, fostering and building stakeholder and Indigenous relationships, corridor management, emergency management, infrastructure preservation and protection, and maintenance and operations, to ensure a safe, continuous flow of people, goods and services to facilitate economic prosperity.

**What can I expect to do in this role?**: Reporting to the Head of Operational Services, you will:

- Plan, manage and direct a number of staff at multiple geographically dispersed locations in the development and delivery of technical services for highway capital construction projects, structural improvements, preservation management, and facilities.
- Manage contract and procurement activities including contract development, tendering, contract management and contract oversight performed by in-house staff and/or contracted technical services
- Develop operational/multi-year capital work plans and manage annual project plans with budgetary control, resource management and effective stakeholder relations to ensure programs/services/operations are effectively delivered
- Provide technical liaison to Regional and Head Office staff, Municipalities, Ministries, the public and outside agencies

**Mandatory**: Possess a valid G Ontario Driver's License to travel within the assigned area

**Technical Expertise**:

- You have knowledge of Civil engineering, road design, maintenance, repair, construction policies, methods, standards and specifications, and understanding of drainage and road deterioration behaviour to identify and assess deficiencies, design, tender and administer project, construction and rehabilitation proposals, and make engineering and surveying calculations.
- You have knowledge of the ministry and government procurement and contract principles, to support the preparation, administration and obtaining of services and resolve conflicts in support of the delivery of the ministry's commitments and promote government objectives.
- You have the ability to acquire knowledge of relevant emergency management legislation, policies and procedures and the Occupational Health and Safety Act to ensure adherence to safe working practices and procedures.

**Program Management Skills**:

- You are able to develop, organize and direct program delivery and project management by evaluating the conditions, preparing scope and cost reports, and coordinating the preparation of contract documents based on priority.
- You have knowledge of OPS fiscal and procurement practices, policies, and procedures to manage budget forecasting and manage the negotiation of contractual agreements.
- You have strong analytical skills to authorize the development and implementation of plans and supervise high profile and time sensitive projects.
- You have a keen ability to anticipate and identify potential key issues that have an impact on the program
