The purpose of the Environmental Approvals Branch is to assess proposals for approval and consider licensing, permitting, certification, and registration decisions under provincial legislation to ensure that potential environmental impacts do not adversely impact human health and Manitoba’s environment; develop policies, strategies, standards, guidelines, training standards, and legislation to protect human health and the environment; support public participation in environmental decision-making; and deliver provincial programs, and services to improve legislative compliance and to address and prevent impacts to the environment from pollutants.

Qualifications:
**Essential**:

- Post secondary education in an environmental or natural resource management-related field with relevant work experience in an environmental field. An equivalent combination of related education, training and experience may be considered.
- Experience in the review, evaluation, analysis, and assessment of scientific data, reports and/or technical documents associated with developments from a wide variety of stakeholders, including other government departments, the public, special interest groups, the Clean Environment Commission, consultants, and objectors.
- Experience in designing, developing and writing various technical documents to support project planning and execution (such as Terms of Reference, Environmental Impact Statements, and Environmental-related proposals), with the ability to communicate clearly and professionally with a variety of stakeholders.
- Experience with preparing information for others regarding media inquiries and litigation-related matters.
- Excellent verbal and presentation skills, including the ability to convey technical information to a non-technical audience.
- Strong political acumen, including the ability to manage confidential, controversial or politically sensitive material and situations in an appropriate manner.
- Effective conflict resolution, problem solving, and decision-making skills.
- Effective interpersonal skills with the ability to collaborate and develop effective working relationships at all levels, including internal and external stakeholders.
- Strong organizational and time management skills to effectively deliver services in a high volume and tight deadline environment.

**Desired**:

- Knowledge of enforcement of acts and regulations, including determining compliance, compliance promotion, warnings, preparation of legal documents, and giving evidence.
- Knowledge of consultation processes with Indigenous communities, and public engagement techniques.

**Duties**:
This position provides technical review, and specialist advice, and develops licence conditions for large-scale, complex, province-wide projects that require licensing under the Environment Act. The position is the project leader and provides the scientific methodology for complex and sensitive assessments of the impacts of pollutants on the environment from land use development projects in the forestry, peat, energy, transportation, transmission, and recreation sectors. The position is also the sole senior scientist for forestry and peat projects in Manitoba.

This position assesses the technical inputs from other areas of government both provincially and federally, synthesizes this information, and makes judgement calls regarding conflicting recommendations that often occur between different specialties (i.e., a wildlife concern may conflict with forestry preferences, etc.). This requires a higher level of decision-making and analysis than individual specialists in any one area.
