**Main Puropse and Function**

**Specific Duties and Responsibilities**
- Negotiates new agreements and/or renewals with new and existing owners or proposed tenants of City or Vancouver Board of Parks & Recreation owned / leased commercial and civic property; negotiates easements and rights of way over City-owned property or another owner’s property; negotiates agreements and contracts for the use and occupation of City or Vancouver Board of Parks and Recreation controlled property by a variety of organizations.
- Inspects and appraises improved and unimproved land and facilities prior to rental by the City or Vancouver Board of Parks & Recreation ; negotiates with existing or proposed tenants vendors and purchasers; gathers and summarizes all pertinent data related thereto.
- Prepares detailed contract and facility reports; on occasion utilizes all data gathered and observations made in the arrival of an equitable market value estimate and justifies and substantiates appraisal conclusions.
- Prepares property and facility agreements, working with the Leasing coordinator and the Law Department for preparation; reviews documents for completeness and accuracy; prepares reports for approval of management and/or Park Board.
- Provides consultation, information and assistance to various internal and external contacts on matters related to the work.
- Works with numerous City Departments to provide recommendations for how to best maximize the real estate value to properties while being sensitive to neighbors’, tenants’ and stakeholders concerns.
- Performs related work as required.

**Qualifications**

Education and Experience:

- Degree from a post-secondary institution, preferably in Real Estate and/or Property Management OR
- Diploma in Urban Land Economics or related discipline or completion of a recognized certification program (Real Estate Management, Leasing option)
- Minimum five (5) year’s experience in real property contract management and negotiation work OR an equivalent combination of training and experience.

Knowledge, Skills, Abilities:

- Thorough knowledge of the principles, practices and procedures of managing and evaluating all types of property and facilities through negotiation.
- Considerable knowledge of policies and regulations concerning the, management of all types of property and facilities.
- Thorough knowledge of current realty values, construction costs, and real estate and facility market trends.
- Thorough experience and knowledge of contract management as they relate to property and facilities.
- Considerable knowledge of Zoning and Building By-laws.
- Working knowledge of modern office practices and procedures.
- Ability to successfully meet and negotiate with property owners, tenants and stakeholders and the general public.
- Ability to prepare detailed technical reports related to the rental and management of all types of property.
- Proven organizational and time management skills; ability to evaluate the urgency of requests for prioritization.
- Ability to exercise sound judgement and act responsibly with minimum guidance.
- Proven customer focus and service orientation.
- Strong communication and presentation skills, able to deal with tenants, stakeholders, public and colleagues respectfully, tactfully and clearly. Ability to enforce rules and regulations with firmness and tact.
- Good negotiation and coordination skills in as they relate to contracts and coordinating RFPs.
- Working knowledge of office procedures.
- Some knowledge of the principles and practice of purchasing, accounting and personnel management.
- Considerable knowledge of legal agreements as related to the field of property and facility management.

Required Licenses, Certificates and Registrations:

- Eligibility for certification as an, Real Estate Institute of British Columbia (RIBC) or equivalent designation.
- Ability to travel to various sites is required.
- Driver's License for the Province of British Columbia. The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities. Transportation arrangements must meet the operational requirements of
