Cardiac Services BC (CSBC) is charged with facilitating timely patient access to cardiac procedures, ensuring excellence of outcomes, and supporting the clinical implementation of innovations in cardiac care. This role is critical in CSBC’s efforts to improve access and optimize resource utilization across the health authorities. Reporting to the CSBC’s Provincial Clinical Director, the Provincial Access Manager is responsible for leading the development and design of systems that ensure that patients have access to specialized cardiac services when they need them. The Provincial Access Manager is also responsible for overseeing the performance of the provincial access system, including monitoring waitlists, working with sites to identify and resolve issues, and promoting the performance of the cardiac services network throughout the province.

**What you’ll do**
- In partnership with the CSBC Provincial Executive Director (PED) and Provincial Clinical Directors:

- Identifies and leads a provincial access strategy for all cardiac procedures and speciality areas.
- Identifies a provincial access strategy to ensure equity across all cardiac procedural and non-procedural programs.
- Develops principles for decision-making and narrative templates to guide site discussions with patients and/or physicians in steering the re-referral or transfer of patients from site to site.
- In partnership with the CSBC PED, CSBC Provincial Clinical Directors, and site program leaders:

- Establishes, implements and sustains standardized definitions for access management in all cardiac program areas. Develops ongoing communication strategies and processes for dissemination, ensuring all provincial stakeholders are informed of current and new initiatives pertaining to access.
- Establishes standardized definitions for access management in all cardiac procedural and non-procedural programs.
- Monitors waitlists across all cardiac program areas and responsible for the ongoing reporting to the CSBC Clinical Directors, cardiac sites and PHSA/CSBC, including troubleshooting and facilitating solutions related to patient access.
- Informs the development and monitors access indicators for all cardiac procedures and clinical service delivery, monitors and interprets real time data as available, observes for trends, and identifies access issues.
- In collaboration with the CSBC Clinical Directors and the cardiac sites directors, provides recommendations to improve access for patients on a continual basis.
- Works with the CSBC PED and Clinical Directors in strategic engagement with Surgical Patient Registry, BC Emergency Health Services, the BC Patient Transport Network (PTN), PHSA, and the BC regional health authorities to ensure alignment with other clinical areas with respect to access management.
- Provides leadership and direction to the triage co-ordinators/patient navigators and the cardiac programs, ensuring a provincial lens is brought to all strategies, enabling optimal utilization of provincial capacity for all cardiac program service lines.
- Leads the development, implementation, and management of education initiatives and training to support the triage coordinator group. Ensures ongoing orientation to any changes, additions or deletions within the CSBC information system.

**What you bring**

**Qualifications**:

- A level of education, training and experience equivalent to a Bachelor’s Degree in Nursing or other relevant health care discipline. Eligibility to register with appropriate professional college. Master’s degree in health or business administration is an asset. A minimum of five (5) years of recent related cardiac services and project management experience.
- A broad knowledge of health care delivery systems with demonstrated ability and experience in managing strategic planning of health system initiatives and comprehensive knowledge of cardiac clinical care. Excellent communication skills to function within a complex interdisciplinary environment, including ability to communicate with the physician and nursing communities, as well as with other health care professionals. Excellent interpersonal, oral and written communication skills with the ability to communicate complex ideas in simple terminology. Ability to understand and clearly relate technical information and principles of operation to other members of the organization.
