Provincial Director

The Provincial Director is the senior management position of the leadership of the BC NDP, responsible for the day-to-day operational and political management of the party. Most importantly, the individual in this role ensures that we are election-ready at all times both centrally and at the EDA level.
The position is appointed by the Provincial Executive, oversees a staff team based in Vancouver, and works closely with all of the BC NDP’s governing bodies as well as the BC NDP’s caucus and its leadership, broader staff teams, and allies in the movement.
Primary Duties & ResponsibilitiesLeadership and Governance
- Alongside the President, lead the Provincial Executive in strategic planning to guide the Party through this electoral cycle
- Provide professional advice to the Provincial Executive, the Provincial Council and various committees on all aspects of the organization’s activities, including application of the Party’s Constitution and other governing documents
- Foster an effective teamwork environment between the Provincial Executive and the Provincial Director, and between the Provincial Director and Party staff
- Enhance the growth of the Party by engaging the Caucus in EDA building activities, and activities with Provincial Council, and Party Committees
- Facilitate a strong working relationship between the Party, the Caucus and the Premier’s office in the lead up to the next election
- In addition to the President, act as a spokesperson for the Party with the media
- Conduct official correspondence on behalf of the Party as appropriate Operational Planning and Management
- Develop an operational plan which incorporates goals and objectives towards the strategic direction of re-election in 2028
- Oversee the implementation and ongoing evaluation of programs and services to meet the objectives of the operational plan
- Oversee the efficient and effective day-to-day operation of the Party to ensure a professional team and office environment
- Conduct a review of existing policies and procedures in the context of current operational directions and recommend changes as appropriate
- Continue the modernization of our data management operations and systems to ensure the integrity, accuracy and privacy of all human resource, member, donor, voter and volunteer files
- Provide support to Provincial Council and ad-hoc committees by coordinating meeting agendas and minutes and supporting materials
- Plan, coordinate and implement conferences and conventions as dictated by the Party’s Constitution
- Work collaboratively with the Federal Party and other Provincial sections to achieve an effective coordination of election readiness activities across the country
Financial Planning and Management
- Oversee the long-term planning, financial health, and sustainability of the Party
- Alongside the staff and Treasurer, develop a sound 4-year fiscal plan including a budget and revenue targets for the central party and EDAs
- Oversee the development and implementation of fund-raising plans
- Actively participate in fundraising activities as appropriate
- Alongside the Finance Director, ensure that sound bookkeeping and accounting procedures are followed
- Administer the financing of the Party according to the approved budget and monitor the monthly cash flow
- With the Treasurer and Finance Director, provide the Provincial Executive with comprehensive, regular reports on the revenues and expenditures of the organization
- Ensure that the organization complies with all legislation covering political fundraising and taxation
Human Resources Planning and Management
- Continue the process of professionalization and modernization of the management of Party operations
- Determine staffing requirements for organizational management and program delivery
- Build on a recruitment, interview and selection process for new staff that emphasizes an inclusive environment where the diversity of identities, experiences, perspectives, and skills of our employees will help further our objectives
- Oversee the continued implementation of the human resource policies, procedures and practices
- Establish a positive, healthy, and safe work environment in accordance with all appropriate legislation and regulations
- Administer and enforce all provisions of the Collective Agreements in this unionized environment.
- Prepare for and lead the next rounds of Collective Bargaining
- Ensure that all staff receives an orientation to the organization and that appropriate training is provided
- Monitor the performance of staff on an ongoing basis and conduct regular performance reviews
- Coach and mentor staff as appropriate to improve performance
- Discipline staff when necessary, using appropriate processes
Community Relations/Advocacy
- Communicate with EDAs to keep them informed of the work of the organization
- Establish good working relationships and collaborative arrangements with EDAs, general membership, Caucus, the Premier’s office, and its staff
- Maintain and expand inclusive and positive relationships with labour organizations and other stakeholders
Information Technology
- On an ongoing basis, evaluate and recommend IT strategies which will ensure currency in all aspects of the organization’s operations
- Overseeing large and complex changes in databases and IT systems
Education
- Post-secondary preparation in a related field or a combination of education and experience
Experience
- 10 or more years of progressive management experience in a relevant, values-aligned organization
- Central staff role in at least two Provincial or Federal NDP campaigns or equivalent
- Experience with all aspects of HR including staff recruitment, retention and performance management in a unionized environment, and a strong understanding of collective bargaining
Knowledge, skills, and abilities
- Strong understanding of the BC NDP’s values, policies and structures, and how to navigate politically delicate situations within those frameworks
- A deep understanding of the electoral context of British Columbia, and campaign best practices
- An understanding of the broader BC NDP membership and key players within it
- Ability to anticipate and mitigate issues that may result in damage to the party, the leader, our government or our broader movement
- Ability to build strong working relationships within party, the caucus, the leader’s office and their staff teams (existing relationships with one or more of those groups is an asset)
- Training in Human Rights, Anti-racism, and Anti-oppression an asset
- Strong financial management skills to ensure the party’s long-term financial health and sustainability
- Working knowledge of applicable legislation including the B.C.’s unique Elections Act and privacy laws
- Enthusiasm for and availability to travel and work long and irregular hours including weekends is essential
Compensation is $110 - 130K per year commensurate with experience, and with benefits governed by the CUPE 3787 collective agreement. The BC NDP has an office at 34 W 7th Avenue in Vancouver.
