The Enforcement & Operations Business Analyst is a senior-level position that transforms vision into value by undertaking program and bylaw reviews, promoting policies, standards, best practices, and technology improvements, collaborating with stakeholders to manage city-wide issues, and performing business planning activities across the Enforcement Division.

**Duties and Responsibilities**:

- Identifying continuous improvement opportunities by collecting and analyzing operations data, identifying and prioritizing process improvement opportunities, and then recommending, developing and deploying solutions.
- Developing briefing packages, decision notes, meeting notes, reports, financial analysis and associated recommendations for decision-making by executive management and City Council.
- Developing and delivering presentations on enforcement-related issues and bylaw development to executive management and City Council as required.
- Managing projects end to end using project management principles and methodology.
- Displaying initiative and leadership on the job by analyzing business functional requirements to identify information, procedures, and decision flows.
- Leading and managing projects which improve the efficiency and effectiveness of the Regulatory Service Area, including the support of the divisional performance metrics program.
- Submitting written reports detailing project plans, business case justification, business recommendations, and implementation schedules to appropriate stakeholders for feedback and consultation.
- Writing or contributing to the creation of Corporate Reports that outline project progress or recommend modifications to Policies or By-laws.
- Developing and coordinating training, public education, and awareness strategies, tools, and campaigns.
- Collaborating with Business Line Managers in identifying technical business trends and issues which impact the strategic direction of the Enforcement division by researching and bench-marking other operations and systems to increase understanding of current and future business environments.
- Leading stakeholder engagement sessions, community engagement workshops, developing surveys, and assessing community needs as they relate to enforcement.
- Developing preventative programs to address systemic violations of bylaws based on data and research.
- Leading consultations with federal/provincial/municipal counterparts to ensure synergies on issues that span multiple levels of government.
- Performing other related duties as assigned.

**Skills and Qualifications**:

- Graduation from a recognized post-secondary program with 3 to 5 years of experience in a public sector organization that delivers public safety programs.
- Understands business transformation, business planning, legislative/regulatory/bylaw development.
- Demonstrated success on developing and implementing business process improvement projects.
- Thinks strategically about business issues with tangible solutions for consideration by executives and City Council.
- Excellent research, analytical and problem solving skills supported by strong facilitation capabilities.
- Experience and understanding of Municipal Law Enforcement operational practices and procedures an asset.
- Experience in using, developing, enhancing records management systems and reporting.
- Excellent computer skills and experience with Visio, PowerPoint and MS Office.
- Strong relationship management capabilities with proven ability to influence others and gain consensus.
- Demonstrated ability to initiate and execute projects utilizing sound project management principles, practices, and theories.
- Requires a high degree of independent work, as well as close team work.
- Strong report writing skills are essential.
- A strong desire to question the status quo, identify opportunities for improvement and implement change.


Hourly Rate/Salary: $ 86,858.00 - $ 115,812.00
