Directs the development of employee and retiree benefit policies, programs, business processes, systems and standards, and performance metrics in support of business excellence, the employee value chain, human performance management key stakeholders and process managers. Formulates push strategies and provides advice on benefit policy matters to the Corporation through the deployed human performance management resources and organizational effectiveness resources.

Provides specialized services including developing strategy; design, pricing, analysis and monitoring of employee benefit plans; managed care program evaluation, negotiation, and implementation; vendor selection and negotiation and financial management of all CPC Benefit Programs. Manages overall benefit costs and pay for time not worked.

Develops communication plans that promote employee value and understanding of benefit programs and individual benefits.

**Responsibilities**:
Below are the main job requirements and responsibilities for the Manager, Benefits Policy.
- Within the employee benefits philosophy framework, analyze and develop appropriate design options and evaluate new or revised benefit plan proposals.
- Develop communication and benefit strategies and make presentations to senior management.
- Direct the surveying of competitors practices, estimate/project costs, finalize plan details, develop employee contribution strategies, and prepare plan documentation.
- Analyze experience data to identify areas of concern, integrate managed care approaches into the benefit plans and evaluate cost-management approaches offered by utilization management vendors.
- Manage the benefit plans to ensure that the terms of the service agreements are met.
- Assist other functions to project benefit plan costs as part of ongoing financial monitoring and annual financial planning and determine employees' costs for coverage.
- Manage the continuation of benefit coverage for employees “from hire to retire” and evaluate cost trends and utilization impacts.
- Negotiate with insurers and other outside vendors to ensure that the Corporation and our employees receive value-added services at competitive costs for all types of insurance, administration and management services. Develop selection criteria and detailed requests for proposals, select vendors and implement contracts.

- Provide expertise to the bargaining teams on benefit plan design and cost, from helping to establish pre-negotiation strategies to providing technical expertise while negotiations are in progress.
- Design and implement communications strategies to explain new benefit plans and/or changes to existing plans or policies, with a focus on managing employee events from hire to retire. Information is managed in order to help employees gain a greater understanding of the value of the benefit programs.
- Monitor applicable legislation and regulations e.g. Canada Labour Code, Employment Insurance, Provincial Health and ensure the Corporation's compliance.
- Keep current on industry developments by maintaining professional relationships with representatives of comparator/competitive organizations, insurance companies and government associations or agencies. Monitor and report on emerging issues relating to the federal and provincial governments benefit programs.
- Develop data requirements pertaining to SAP and legacy systems, as appropriate.
- Provide plan technical expertise to various functions within CPC such as Benefits Administration, Human Performance Management and Industrial Relations.
- Resolve benefit related issues and problems escalated to Head Office.
- Supervise Officers; manage a salary and operating budget of assigned portfolios where applicable.

**Qualifications**:
**Education**
- Completed post-secondary, preferably in a related field OR a combination of equivalent professional experience and training

**Experience**
- 3 to 5 years of relevant functional experience
- 2 or more years’ experience managing people
- One or more years of experience in a unionized environment an asset
- Proficient computer skills and competent with Microsoft Office programs
- Excellent team building and leadership skills and experience
- Sound organizational, analytical, judgement and decision-making skills with proven abilities in problem solving
- Strong interpersonal skills with an ability to build and maintain relationships
- Strong oral and written communication skills
