Overview:
The primary objective of the Excess Soil Compliance Coordinator (ESCC) is to ensure that Excess Soil projects run safely, smoothly and in compliance with Lafarge and regulatory requirements. The ESCC will be responsible for ensuring chain of custody of excess soil from project source sites to Lafarge receiving sites by conducting source site audits. Success in this role is measured by project quality, timeliness, compliance and degree of customer, host operation and stakeholder satisfaction.
The second responsibility of the ESCC is to manage soil sampling accounting (sampling programs and potential FPNCs) and invoice management.
The ESCC consistently contributes to ensure excellence in safety, operations, regulatory compliance, sustainability, customer service and supplier/contractor relationship management.
**Responsibilities**:
**Safety Culture**:
- Promote safety culture through engagement with site employees, H&S, and subcontractors with an objective of “zero” safety incidents. Administer, promote and review safety policies, processes and procedures to maintain relevance while ensuring the site meets or exceeds all company and regulatory guidelines. Assist in the implementation and management of all local and regional safety initiatives, providing feedback as necessary.
**Source Site Management**:
- Proactively visits customer project sites to observe and report on site conditions, confirm chain of custody and safe loading practices. Communicates findings with Technical Sales and local Operations teams.
**Administrative Responsibilities**:
- Soil Sampling accounting - daily tracking of sampling program and management of any Fill Protocol Non Conformances (FPNCs). Champions the process and communicates daily with the local teams what additional sampling may be required.
- Invoice management - invoice reconciliation and receiving of receipts of all soil invoices
- Project Management - manages and organizes project folders to ensure completeness and accuracy (i.e. all required documentation for Prequalification, OPSF, Quotes, Truck Logs, Audit Samples Results, FPNC). Upon project completion, closes out the project and ensures all ticketing has been completed
- Reporting - monthly, semi-annual and annual reporting for respective permits. Information included: audit testing program, incident reporting (i.e. complaints), field operation reports, project information
**Ad hoc**:
- Operational support - supports local day to day activities (i.e. truck receiving, flagging, marshaling, etc.) on an as needed basis (i.e. vacation coverage / sick days)
- Soil Sampling - may be tasked to support source site soil sampling programs and receiving site sampling
- Ticket management - APEX daily ticket entry; ZSDback ticket reviews
- SoilFlo Management - Customer/Employee setup/training; hauling approval creation
- Commercial Opportunities - supports the Technical Sales Rep by providing leads of any excess soil opportunities that are observed while on the road
- Soil Report Review
**Specific Accountabilities**:
- Project-level coordination, monitoring, control and performance.
- Safety leadership and continued development of Safety Culture.
- Implementation and enforcement of site level operational controls.
- Effective engagement of internal and external stakeholders.
- Assist with coordinating contractors, visitors and customers on site.
- Daily, weekly and monthly project reporting using standardized tools.
- Developing effective relationships with key customers.
- Performing effective administration in order to ensure environmental compliance
- Communicate in a professional and concise manner.
**Relationships with Others Jobs**:
- Reports to the Senior Manager - Excess Soil GTA & SW; works closely with the Excess Soil Operations Supervisor and Technical Sales
- Works closely with various internal stakeholders in continuous collaboration. This includes, but is not limited to operational staff and compliance functions (Land, Environment, H&S, etc.).
**Dimensions**:
- Support Excess Soil material placement across multiple sites in the GTA and SW.
**Work Environment and Travel**:
- This role requires working outside in heat/cold, wet/humid, and dry/arid conditions (~80%).
- Frequent travel among project sites within the sub-market area will be required.
Qualifications:
**Education & Work Experience**:
- An undergraduate degree in business or engineering technology, or significant industry experience.
