Under the general guidance of the Manager, Marine Operations & Assistant Harbour Master (AVTM), this position works to ensure the safe and efficient movement of marine traffic and cargo in the Port of Vancouver in support of the Active Vessel Traffic Management (AVTM) program. The position is responsible for reliably delivering AVTM solutions to port users and supply chain partners. This position is required to provide expertise in marine logistics, process optimization, digital technology and analytics. The position is responsible for developing AVTM performance reporting and analysis for internal and external stakeholders. The position is responsible for maintaining effective customer and stakeholder relationships, and for supporting ongoing AVTM engagement initiatives.

The Active Vessel Traffic Management (AVTM) Specialist will:
Marine Operations & Vessel Traffic Management
- Responsible for providing expertise in marine logistics, process optimization, digital technology and analytics.
- Monitor and provide expert technical advice and recommendations on the day-to-day delivery of vessel traffic management services, in support of program objectives.
- Lead the on-going refinement and development of the AVTM program such as operational reference materials.
- Lead the AVTM performance reporting and analysis that may include incidents, and the implementation of corrective measures, policies, or procedures.
- Develop and maintain a system failure backup and recovery plan.
- Maintain AVTM health and system reliability checks.
- Assist with and actively participate in port resiliency and cyber readiness exercises and drills

Communication and Reporting
- Lead stakeholder management and liaise between AVTM port users, marine operations, partnership agencies, and systems partners. Develop and maintain effective relationships with stakeholders and customers.
- Lead and facilitate on-going stakeholder engagement activities to cover a broad range of activities. Works with stakeholders to ensure a high level of service standards and participates in the development and implementation of continuous improvement processes and services.
- Provide support to AVTM partners and collaborate with Information Systems and Supply Chain Optimization in troubleshooting technical issues or system improvements and provides regular updates to port users, to ensure reliability and accessibility of systems.
- Gather and interpret operational intelligence, anticipating emerging issues and taking or recommending proactive action.
- Perform research, write briefing papers and business cases. Prepare submissions for approval.
- Produce reports, update and disseminate information as required.
- Coordinate the planning, execution, monitoring, reporting, and closing of various projects.
- This position is required to access restricted areas/information. The incumbent must obtain and maintain a valid Marine Transportation Security Clearance as defined by the Marine Transportation Security Regulations.- The health and safety our of employees is a priority and the Vancouver Fraser Port Authority is committed to ensuring a safe workplace.
