This position reports to the Manager of Business Planning and Performance in the Department Strategy Section supporting the Employee and Legal Services Division and the Office of the Chief Communications Officer. The Strategic Planning Analyst II will assist the Manager and Director, Department Strategy to anticipate and plan for the future of the City of Edmonton, in collaboration with the Service Innovation and Performance (SIP) Branch, while balancing the needs of stakeholders and the public with the realities of our fiscal situation and timelines.

The Strategic Planning Analyst II will contribute to the development of strategy, priorities and direction of the supported business areas in alignment with Corporate direction through the SIP Branch. Through this responsibility, the Strategic Planning Analyst II must contribute to plan, organize, lead, control and implement the work of the following primary functions in the Department.

With a focus on the City of Edmonton’s Cultural Commitments of Safe, Helpful, Accountable, Integrated and Excellent, you will:

- Provide input into the development of corporate methodologies, templates, and tools for strategy/business planning, policy, performance management, risk management and budget scopes of work
- Partner in the development of Department/Branch business strategies/plans and ensure alignment to the City’s Strategic Planning Framework
- Facilitate the process for the Department and Branches to use for business planning, translating the corporate direction into actionable plans
- Assist in the development and implementation of business areas’ performance management frameworks for long-term evaluation and improvement
- Monitor, analyze and evaluate performance measures with business areas
- Implement corporate processes and tools to support risk management in the departments
- Collaborate and work with Finance to align department strategy and business planning to budget process
- Co-create and implement specific actions, plans, analysis and solutions to implement priorities
- Monitor best practices in other jurisdictions and industry, as well as academia, to identify improvements applicable to the departments
- Partner with corporate, department, and section stakeholders to ensure coordination and integration of activities
- Approach all functional work with a continuous improvement mindset, making recommendations and implementing as needed
- Act as a trusted advisor to Branch, Department, and Corporate stakeholders
- Support the Manager with the timely notification and/or escalation of issues, with proposed solutions

**Qualifications**:

- Completion of a University degree in Business Administration, Commerce, Finance, Public Administration, Planning or a related discipline
- A minimum of five (5) years of progressively responsible experience in a combination of: strategic and operational business planning, working with corporate performance measures, business process mapping and review, budgets, and business case development
- Leadership and project management experience within a public sector environment would be beneficial
- Demonstrated knowledge and experience developing, managing and/or working with performance measures; including linkages to general budget, strategic and business plans
- Demonstrated knowledge of strategic and business planning principles, policy development and benchmarking and procedures for alignment of performance measures with the department’s business plan goals
- Demonstrated knowledge of service design, including business process mapping and the implementation of improvements
- Significant knowledge of corporate priorities, strategies and initiatives and associated timelines associated with the corporate reporting processes/protocols
- Advanced level knowledge of primary and secondary research methodology, including design and implementation, data collection, and trend and results analysis and presentation
- Significant skill and ability in project and process management including the ability to effectively gather, synthesize, and analyze data
- Experience and skill in the use of analytics, and data intelligence to support decision making processes
- Ability to understand and execute oral and written instructions of an advanced nature and ability to express complex ideas and concepts effectively and persuasively, verbally and in written format is required
- Ability to integrate strategic planning into operational practice
- Skills and expertise leading or within integrated interdisciplinary teams with demonstrated results in collaborative business strategy development
- Ability to assertively build effective working relationships with all levels of management, and demonstrated comfort working with and advising senior leaders
- Ability to communicate, persuade and negotiate, build consensus with people at varying levels
