**Job Description**:
The Kinark Community Mental Health Program provides evidence informed treatment interventions for children and youth with significant mental health concerns which impact their day-to-day functioning. Support is also provided to their families through office, community, school and milieu-based programs. Treatment is provided on an individual, family or group basis. The Clinical Services Manager will report to, and work closely with, the Program Director, Children and Youth Mental Health. The Clinical Services Manager will also work collaboratively with the Simcoe Clinical Lead, CYMH Clinical Director and will provide leadership of the local supervisory team.

As a member of the larger CYMH Management Team, the Clinical Services Manager (CSM) supports two main stakeholder groups, the internal staff providing and supporting service delivery, and the external community partners with whom Kinark collaborates. Internally, the CSM provides operational leadership in the program with a quality assurance lens. The key responsibilities include the oversight of quality service delivery, supervision of Supervisors and ongoing development of a highly functional and collaborative team. Externally the CSM is a collaborative and client-centered leader supporting opportunities for engagement and innovation within local community initiatives and partnerships. The Clinical Services Manager will participate in operational planning and inter-agency collaboration.

The role of Clinical Services Manager has been positionally assessed in the ‘Roamer Worker’ classification, defined as 3 days in office per week.**

**Duties & Responsibilities**:
Within the geographic area of responsibility, the CSM will provide operational leadership of local service delivery:

- Provide program leadership to local initiatives (e.g. quality improvement initiatives) and adherence to agency policies and procedures.
- Provide leadership and support to the management teams in overseeing the delivery of quality services.
- Provision of oversight, monitoring and corrective action, where necessary to key performance indicators across program domains and service targets.
- Work collaboratively with the Program Director in overseeing the program area(s) and meeting operational needs (such as administrative reporting, attending meetings).
- Liaise with/between the Union and Program Director, including labour negotiations and labour relations committee (as applicable by program).
- Contribute to service planning and monitoring program outcomes: service activities and finances with an overall responsibility for quality control of services.

**Facilitate clinical processes and provide consultation re: service delivery to clients**:

- In collaboration with the Clinical Lead, provide oversight to the process of client referrals, case assignment, and discharges.
- In collaboration with the Clinical Lead, liaise with clinical staff, providing consultation and supporting staff and supervisors in managing/planning for complex cases.
- Address and manage client/parent/community partner complaints and/or issues when not resolved at staff/supervisory level.
- Review and investigate serious occurrences and adverse/sentinel events and following up where needed with the Program Director and making plans to address safety concerns/training needs.
- Organize and facilitate interdisciplinary consultation as required (e.g. the Interdisciplinary Committee or ad hoc consultations).
- Support the operational development and implementation of clinical quality improvement initiatives including consideration for communication planning, program structure and service flow.

**Provide leadership to people and direct supervision of staff**:

- Participate in recruitment of staff, ensuring the right people in the right roles.
- Provide and support the orientation of new staff/managers.
- Monitor and coordinate program specific and annualized training with managers.
- Support and encourage ongoing professional development in direct reports and front-line staff including coaching, mentorship, supporting innovation and creative problem solving within area program.
- Support the management team in addressing staff discipline and managing performance concerns.
- Provide operational day-to-day supervision to the Client Services Supervisors.
- Participate in staff goal setting, performance management, monitoring staff performance and workload management.
- Monitor for and oversee the development of staff engagement, work-life-balance, and overall employee satisfaction within the regional program.
