Provides leadership and direction for a wide variety of Purchasing and administrative duties relating to competitive bidding and establishing contracts for construction projects, capital equipment, facilities’ maintenance, materials and related professional services. Oversees and manages construction procurement activity and associated contracting.**Duties & Responsibilities**

**RESONSIBILITIES***:
- Participates as a member of the Corporate Services management team and contributes to the development of strategies, plans and policies that drive focus and prioritization for achievement of Purchasing Department goals. Leads ongoing process optimization to deliver an exceptional customer experience.
- Oversees and ensures fair and transparent processes, procedure and administration for competitive bidding related to new construction, facilities’ maintenance, renovation and related professional services through various competitive bidding formats and project delivery-methods. Provides oversight in the evaluation and recommendation of the awarding of contracts as required by defined legislation and ensure administrative approvals are met.
- Provides professional and specialized advice, consultation and scrutiny in the development and review of complex contracts and proposals, including project delivery method, competitive bidding format, insurance, bonding and risk management issues related to the review of various competitive bidding strategies that are unique, complex and highly technical in nature. Seeks legal review and opinion as appropriate based on risk and cost impact.
- Designs, develops, and maintains related procedures that support team efficiency and effectiveness of organizational objectives and goals and adherence to established standards and guidelines that affect all internal and external stakeholders.
- Drafts and negotiates agreements between the Institute and contractors and professional service providers, including the ability to read and understand contractual terms. Review proposed modifications to contracts and work with internal business partners and third parties to negotiate terms and obtain approvals for modifications as required. Review and revise contract wording to address various situations as they arise. Identify systemic contract issues and other periodic (one-time) resolved issues and supports resolution or escalate issue as appropriate.
- Identifies issues and provides guidance in resolving sensitive and complex problems. Consults with internal and external sources on key decision making as it pertains to various contracting issues. Reviews all relevant processes to ensure the highest levels of fairness, transparency, and efficiency is maintained.
- Ensures continuous effort to improve operations, decrease turnaround times, streamline work processes, drive-out inefficient tasks, and work cooperatively and jointly with departments to provide an exceptional customer experience. Keeps apprised of issues that affect the procurement and construction contracting function and adjusts to adequately meet changing conditions. Assists with the development and execution of effective change management plans.
- Participates in professional organizations and keeps current on state-of-the-art initiatives in Procurement practices. Engages in a program of self-development and continuous improvement. Initiates and maintains relationships with other professionals in this field to share information and resources.
- Manages reporting staff, overseeing and participating in selection, coaching, mentoring, development, performance management and all other people-management practices. Collaborates with Associate Director on performance-related matters
**Qualifications**
**QUALIFICATIONS***:
- Bachelor’s degree in Business, Economics with technical training in construction, competitive bidding, contract management and contract law. A professional certification through the Purchasing Management Association of Canada (SCMP) will be an asset.
- Seven years current relevant experience including knowledge and experience within all facets of competitive bidding negotiated request for proposal process and construction contracting preferably in a highly unionized environment
- A combination of education and experience may be considered.
- Excellent decision making ability to interpret and make decisions in accordance with regulations and policies governing the purchase and contracting of commodities, equipment, construction projects and services for the Institute.
- Excellent oral communication and technical writing skills.
- Strong leadership and change management skills.
- Excellent organizational and interpersonal skills and a high degree of self-motivation and business acumen.
