Job Description Summary

Campus and Community Planning serves as the "City Hall" for UBC. The Policy Analyst supports diverse policy initiatives related to this role, including land use, housing, service delivery, development regulations, sustainability, local governance, and municipal-like funding and financing tools. The best fit for this role is a strategic thinker who understands the big picture with attention to detail. The work involves identifying issues, undertaking research, conducting analysis, developing proposals, and making recommendations. It includes complex and sensitive information that must be communicated clearly and sometimes under challenging time constraints. The Policy Analyst reports to the Director, Strategic Policy, and provides direct support to colleagues across the department and university. The role is an exciting opportunity to help shape UBC's local governance and strengthen stewardship of the University's land.

Organizational Status

This position reports to the Director, Strategic Policy and supports all C+CP units on policy related to sustainability, community development, permitting, planning and design. The position works closely with staff from various UBC departments (eg Finance, Energy and Water Services), UBC Properties Trust, the University Neighborhoods Association, Okanagan Campus Planning, and other internal and external stakeholders, as necessary.

Work Performed
- Support policy development on local government administration, municipal service models, development regulations, program delivery and finance.
- Conduct research and analysis to develop policy proposals. Prepare draft plans and policies and provide advice, information and effective interpretation of policies and procedures. Identify and analyze policy options and recommend policy alternatives.
- Monitor and evaluate policy initiatives.
- Clearly communicate complex information, graphically and in writing.
- Provide technical economic and financial analysis of new and existing policies.
- Lead analysis on the complex and evolving set of agreements between UBC and the University Neighbourhoods Association.
- Provide policy support accross Campus and Community Planning on regulatory issues, land use policy, Indigenous engagement, sustainability, and other related areas.
- Maintain ongoing relationships across UBC and with the University Neighbourhoods Association on issues related to local governance and service delivery.
- Maintain relationships with a variety of internal and external stakeholders.
- Evaluate policy initiatives in collaboration with other university staff.
- Support management of local service delivery funding and financing tools, including UBC's Infrastructure Impact Charges program.
- Research municipal best practices and participate in the development of benchmarks and standards.
- Prepare briefing documents and reports for senior executive and the Board of Governors.
- Conduct other research in support of Campus and Community Planning policy work.
- Other duties, as assigned.

Consequence of Error/Judgement

This role is responsible for analysis and recommendations on complex issues related to local governance, service delivery and administration. It requires strong professional judgment in providing information to senior administration on a variety of matters which impact the relationship with important campus stakeholders. Errors in the role could have serious negative financial, legal and reputational impacts for UBC.

Works independently under the general direction of the Director, Strategic Policy. Collaborates with other department leadership on a regular basis.

Preferred Qualifications
- Graduate degree in a relevant specialization, including public policy, public administration, or community and regional planning.
