**PURPOSE & SUMMARY**

**DUTIES & RESPONSIBILITIES**
- Support the Lands Manager in implementing Sema: th laws, Sema: th Lands Development procedures, the Sema: th Land Use Plan and the Sema: th Environmental Management Plan.
- Make recommendations to the Lands Manager regarding environmental protection measures for inclusion in Sema: th Lands instruments (e.g. permits, leases), as well as processes to ensure prompt completion of assigned projects.
- Conduct research on environmental and project-based issues and make recommendations as requested by the Lands Manager.
- Research and keep informed of pertinent information and developments in areas such as First Nation Environmental Protection laws, municipal, local permitting requirements, and regulations and / or BC Environmental Management Act and Regulations.
- Track inventory and maintain records of all environmental compliance-related actions.
- Inform proponents and prospective proponents of any changes or amendments to Sema: th Environmental Laws.
- Gather all relevant reports and information from outside entities related to project matters and interpret data within said reports to make recommendations and provide status updates to the Lands Manager.
- Prepare written, oral, tabular, and graphic reports to the Sema: th Lands Manager and Lands Advisory Committee (LAC) summarizing community comments, legal requirements, regulations, recommendations, outside entity report findings and project milestone updates.
- Examine existing permits, licences, leases, and records to ensure compliance with Sema: th Law.
- Liaise with proponents, contractors, and consultants on coordinating required works, ensuring required assessments, inspections, surveys, reports and certificates are completed as needed under Sema: th Law and as per the requirements of relevant Lands projects.
- Analyse and implement First Nation, federal, provincial, or local requirements as necessary to maintain environmental standards in development projects occurring on Sema: th Lands.
- Create a regular compliance inspection schedule, prioritizing which sites and violation reports to investigate.
- Coordinate, hire, train, and supervise Sema: th community members to serve as community monitors on all major development projects on Sema: th Lands.
- Investigate and report to the Lands Manager, complaints and suspected violations e.g. illegal dumping, pollutions, improper environmental protections.
- Determine which sites and violation reports to investigate and coordinate compliance and enforcement as needed with other government agencies.
- Determine the nature of any environmental violations and actions to be taken, and issue written notices of violation, and participate in enforcement hearings, as necessary.
- Monitor follow-up actions in cases where violations were found and review compliance monitoring reports.
- Observe and record field conditions, gathering, interpreting, and reporting data.
- Coordinate compliance and enforcement activities with any Sema: th Monitor, Enforcement Officer or other government agencies as required.

**QUALIFICATIONS**
- Post-secondary education in business administration, lands/resource management, or other relevant study.
- Minimum 2 years’ experience in lands, resources, and governance.
- Minimum 2 years’ experience in Project Coordination/management.
- Knowledge of First Nation Land Management, land leasing processes, environmental assessments would be an asset.
- Understanding of environmental issues, environmental legislation and protocols for environmental monitoring, data collection, analysis, and reporting.
- Excellent communication, influencing and presentation skills.
- Basic IT skills, including the ability to prepare Microsoft Word and Excel documents and deliver power-point presentations.
- Excellent time/ resource management skills.
- Knowledge and experience in working with Microsoft Office, is preferred.
- Experience or knowledge of First Nations culture and traditions is an asset.
- Experience or knowledge of environmental/cultural field work and/or construction is an asset.
- Ability to effectively plan and manage time wisely.
- High professional and ethical standards.
- Proven ability to maintain confidentiality.
- Ability to develop and maintain effective working relationships with peers, managers, community members.
