**Job Summary**:
The Manager, Works Maintenance provides overall management to the Works Maintenance section, responsible for the delivery of maintenance and operational service contracts at an annual budget of approximately $35 million. Leadership of the Works Maintenance section, including recruitment, scheduling, supervision, mentoring and coaching staff to deliver effective and efficient services.

**Duties and Responsibilities**:

- Provide direct management of Works Maintenance staff including recruitment, budgeting, scheduling, supervision and coaching.
- Leading, managing, supporting, and motivating direct reports. Ensuring effective teamwork, high standards of work quality, organization performance, continuous learning and encouraging innovation and efficient use of staff, financial and physical resources
- Fostering a positive work environment through open communication and by working collaboratively with staff across and at all levels within the organization including Union representatives
- Provide leadership in managing in a unionized environment.
- Undertake the overall management of all contracted maintenance activities, as well as other functions related to maintenance of the City's road and storm water infrastructure.
- Oversee the administration of all maintenance contracts including budgeting, estimating, contract preparation and contract supervision.
- Knowledge of the current Purchasing By-Law and the current city processes for administering procurements for this section.
- Administration of winter maintenance, street sweeping and leaf collection activities including contract preparation, progress payments and assignment of contractors to Works Operations
- Ensure that construction logs are prepared by appropriate staff and progress payments, invoice payments and general records are maintained for all contracts.
- Assist in developing the Works Maintenance budget and ensures contracted expenditures stay within budget allocation
- Ensure recoverable works for internal and external clients are appropriately invoiced and charged for both in house and contracted maintenance work.
- Administer contracted maintenance work assigned from internal and external clients.
- Prepare departmental reports and plans including, the assimilation of data and public opinion.
- Fulfill the membership duties of various departmental and inter-departmental committees and/or working groups on matters relating to the Division.
- Provide LEAN initiatives through analyzing daily work procedures.
- Provide technical advice and recommendations on Works related issues.
- Respond to emergency situations such as severe floods and snow storms on a 24 hour basis.
- Perform duties as part of the Works Operations and Maintenance (WOM) Incident Management Team (IMT) during weather or other emergency situations as required.
- Responds to complaints and enquiries relating to contracted maintenance activities and utility work.
- Performs other duties as assigned.

**Skills and Qualifications**:

- Must be a graduate from a recognized University or College in Civil Engineering
- Must be a Certified Engineering Technologist (CET) registered with Ontario Association of Certified Engineering Technicians and Technologists (OACETT); or a registered Professional Engineer (P. Eng.) with membership in P.E.O..
- Minimum of five years of progressive municipal road maintenance and/or construction experience is required
- Experience in dealing with senior management and elected officials on sensitive/political issues
- Experience in vendor management, including: bonding, security and warranty execution, contract negotiation, reporting vendor performance and monitoring would be beneficial
- Demonstrated leadership abilities, along with experience in supervision of staff
- Well-developed oral and written communication skills are required for presentations, reports, briefing notes, contract preparation and correspondence.
- Good judgment, tact and diplomacy as demonstrated through excellent interpersonal skills are required
- Strong strategic and analytical skills balanced with a pragmatic, results-oriented approach
- Must demonstrate good organizational and time management skills with ability to self-manage
- Provide assistance to other Manager positions
- Demonstrated ability to work independently and as a part of a multi-faceted team with both internal and external interests
- Demonstrated ability to form positive professional relationships with key internal / external stakeholders based on mutual respect and trust.
- Demonstrated ability to initiate and execute programs and projects utilizing sound project management principles, best practices and theories.
- Successful working in a unionized environment.
- Experience with INFOR, Public Sector Application Software, SAP and CONCUR would be considered an asset
- Certification in Lean Six Sigma would be
