This position is responsible for leadership and direction in the development, implementation, sustainability and evaluation of surveillance practice for communicable diseases within and across Manitoba; providing surveillance practice direction, project coordination and performance management within the Manitoba Health Surveillance Unit (MHSU) and Public Health Division. The position systematically monitors all aspects of the public health surveillance cycle, from data quality to risk identification to data trends and dissemination - supporting the prevention of disease and the protection and promotion of health through the provision of accurate and comprehensive surveillance information to inform public health service delivery.

Qualifications:
**Essential**:

- A Master’s degree in Epidemiology, Public Health, or Community Health Sciences including work experience within a public health setting. Education and formal training in a health discipline other than the above in combination with experience working in epidemiology or surveillance system under the direct supervision of a Public Health practitioner may be considered
- Thorough understanding of a Public Health Surveillance Unit’s processes, procedures, and practices as they relate to data collection, entry, and reporting
- Knowledge of change management principles and experience leading change with the ability to provide viable solutions to challenges
- Excellent written communication skills
- Excellent verbal communication skills
- Strong interpersonal and client-service skills with the proven ability to work collaboratively in a team setting, develop credibility and build effective relationships at all levels
- Political acumen skills demonstrated through using knowledge to identify potential impacts
- Demonstrated knowledge and skill in the use of surveillance systems
- Demonstrated knowledge of The Public Health Act and Reporting of Diseases and Conditions Regulations
- Strong organizational and time management skills including the ability to respond to changing priorities and meet deadlines
- Demonstrated ability to lead teams and to promote teamwork, including recruitment, new employee orientation, assigning work, performance management and coaching

**Duties**:
The incumbent of this position is responsible for the following duties:

- Oversees all components of the surveillance life cycle, from data requirements, data collection, data quality, risk identification and data outputs
- Develops strategic public health surveillance priorities and coordinates operational planning and implementation for public health surveillance practice and related public health services in conjunction with Epidemiologists, Medical Officers of Health and Communicable Disease Practitioners
- Responsible for recruitment, on-boarding, off-boarding performance support/management, staff development and succession planning
- Manages and informs/directs surveillance practice operations by coordinating and establishing surveillance system priorities, assessing and monitoring staffing requirements and resources; and defining an effective workforce plan in collaboration with key partners and stakeholders that ensures the availability of adequate and appropriate staff according to operational demands and environmental and resource constraints
