**Job Summary**

Reporting to the Director, Access, Transitions and Forensic Clinical Risk, the Forensic Review Board Administrative Services Specialist provides administrative management of legal and legislative services supporting clinical patient issues/events within the Forensic Psychiatric Services (FPS) including admissions, transitions and discharges. This role manages a range of activities pertaining to Review Board hearings and appeals, ensuring that all legislative and procedural requirements are met. The Specialist provides a broad range of executive, confidential support services and is responsible for coordinating program operations for the Forensic Legal and Legislative Team, including the Person-in-Charge, Medical Director, Director, Access, Transitions and Forensic Clinical Risk, Clinical Liaison Officers and Access and Discharge Coordinator. Responsibilities include coordinating the flow of information including preparing confidential and sensitive personnel and program-related correspondence, administrative project coordination, accurate and timely delivery of administrative services, monitoring and reconciling expenditures. The Specialist carries direct line responsibility for transcriptionists who support functions related to Review Board documentation and functions as the key liaison with all stakeholders including the communication of highly sensitive information internally and externally.

**What you'll do**
- Manage the administrative functions associated with the BC Review Board within legislated time frames by organizing and managing systems for tracking annual hearing dates and dispositions; identifying psychiatrists’ and Clinical Liaison Officer availability for hearings; scheduling pre-board conferences and notifying hospital personnel; communicating with Review Board personnel, Crown Attorney and patient counsel; reviewing documentation to ensure accuracy.
- Manage a range of activities pertaining to Review Board hearings and appeals ensuring that all legislative and procedural requirements are met. This includes dealing with highly sensitive and confidential issues, making decisions regarding scheduling of hearings and appeals, and determining the completeness of content of reports, presentations and witness preparation for hearings.
- Establish the needs of various groups prior to Review Board hearings to determine the order of hearings by coordinating the availability of physicians and staff, providing patients and/or their legal counsel with a copy of written submissions as required; compiling and distributing Review Board hearing schedules to appropriate staff and stakeholders; coordinating the arrangement for Forensic Security Officer staff and booking of boardrooms and support services to support Review Board activities. Organize and ensure the distribution of Court of Appeal documentation and coordinates the provision of hearing notices, decisions and reasons for decisions within legislated timeframes.
- Liaise with key stakeholders including Clinical Liaison Officers, Crown Attorney’s Office, Court of Appeal, patient counsel, hospital counsel and hospital staff, physicians and Forensic Regional Clinic staff whose boards are overseen by the hospital; forward Notices of Appeal to counsel, complies with Review Board documentation, respond to board-related and patient enquiries, including from patient counsel and/or families, and initiate appropriate and timely responses. Liaise with PHSA Communications regarding any cases that may attract media attention.
- Coordinate the preparation and provision of sensitive clinical and legal documentation for internal and external stakeholders including the courts, Crown Council, Community Legal Services, defense lawyers, BC Review Board, BC Mental Health Review Board and others as required.
- Participate in internal and external committees, including those related to hospital admission and transitions, team meetings, task groups, continuing education, conferences and/or program initiatives as required to meet the goals and objectives of BCMHSUS.
- Carry direct line responsibility for transcriptionists who support functions related to Review Board documentation including selecting, directing, motivating, and evaluating staff to ensure effective performance of duties; disciplines and initiates staff termination; orient staff, develops and implements appropriate staff development and retention plans; ensure compliance with current medical transcription standards and procedures.
