Chief Construction Officer

The Chief Construction Officer is the senior leader in construction and infrastructure reporting to the Chief Administrative Officer, with responsibility for promoting efficient and sustainable use of taxpayer dollars on construction and capital projects. The Chief Construction Officer will work to advance rapid, competitive, and best practice construction and infrastructure outcomes across the City of Winnipeg’s organization. The Chief Construction Officer will work collaboratively with the Mayor, Executive Policy Committee, Council and the Public Service to offer advice, assistance where needed, and to flag risks.
The Chief Construction Officer will respond to requests from the Mayor, Mayor’s Office, and Council (through the Executive Policy Committee and Standing Policy Committees) for insight into best practices, risk management and industry practices. In doing so, the Chief Construction Officer will help elected officials to improve their oversight over capital budgets, capital policies, and major capital projects.
**As the **Chief Construction Officer, **you will**:
- Responsible for providing strategic leadership, guidance and planning on the City’s infrastructure and construction projects.
- Proactively leads the continuous improvement of construction and infrastructure policy within the City of Winnipeg, while promoting the effective, efficient and sustainable use of taxpayer dollars on construction and capital projects.
- Supports the Mayor and the Public Service on request in intergovernmental communications and negotiations related to key infrastructure policy issues like utility coordination, intergovernmental project financing, and/or requests for amendments to pertinent provincial and federal statutes and regulations.
- Responsible for advising on and providing recommendations on the City’s strategies to manage construction costs, project speed and counter construction inflation.
- Collaborates with the Director of Assets and Project Management to continuously improve construction and infrastructure policies, while promoting the effective, efficient, and sustainable use of taxpayer dollars.
- Continually and proactively reports on drivers and trends of construction inflation to the Public Service and elected officials.
- Responds to requests for insight into best practices, risk management and industry practices, helping elected officials to improve their oversight over capital budgets, capital policies and major capital projects.
- Responsible for developing and improving communication with the public and industry on key issues related to City infrastructure and capital planning.
- Engages external professional advice where appropriate, in compliance with budget allocations and City policies for engagement of external contractors or consultants.
**Your education and qualifications include**:
- A related post-graduate degree or equivalent combination of construction or infrastructure sector management experience and professional certification (e.g. Project Management Professional) with the ability to effectively direct and provide technical oversight of engineering projects, consultants and activities at a strategic level.
- 15-20 years of experience with construction and infrastructure management, with a combination of experiences and insights into engineering, construction management and public/private sector procurement practices.
- Senior leadership experience in the sector will be a critical asset in their ability to offer, and to know when it is necessary to seek outside advice, formally or informally - to augment his or her own expertise, and/or augment existing expertise in the Public Service
- Significant private sector experience in the industry sufficient to offer elected officials’ direct insight into private sector practices, bidder perspectives and industry best-practice trends. Public sector experience is also an asset.
- Experience liaising with diverse government and regulatory agencies.
- Experience with public presentation of complex industry and professional concepts to senior level management, elected officials and/or board of director-level decision makers.
- Experience related to operational budget preparation and management is an asset.
- Ability to interpret and apply, policies, procedures, standards, specifications, and regulations relative to municipal design and construction.
- Ability to lead policy change with tact and diplomacy within a complex governmental organization that operates in the public eye.
- Strong interpersonal skills with the ability to liaise, work cooperatively and effectively with Mayor, EPC, Council, CAO and other Senior Management, Department Heads, Managers and staff across the Public Service; able to establish and maintain effective working relationships.
